IT Application Development – Senior/Specialist (ITADSS/ETS)

This senior position develops resources and features in the MuleSoft Anypoint platform and also works with external and internal business partners who provide APIs. This platform is used by the 988 crisis line program as well as for other Health and Human Services Coalition projects. The ideal candidate will bring integration and healthcare or behavioral health data experience to a position supporting a critical and exciting initiative that supports Washingtonians.

About the division:
The Enterprise Technology Services (ETS) division develops and provides all information technology services and business solutions throughout the Health Care Authority (HCA) and externally with partner agencies (DSHS, DOH, and Health Benefits Exchange, L&I, DOC). HCA has 114 solutions, applications and databases in its IT portfolio.
A prominent IT job family and discipline area within ETS is Application Development & Support (ADS). ADS is accountable for programming / developing IT solutions including systems, applications, and databases. ADS addresses all facets of Software Development Life Cycle (SDLC) and relies on expertise in software design and technology architecture. ADS has a maintenance and operations portfolio consisting of 114 systems, applications, and databases.
About the position:
The goal of this position is to design, implement, administer, and support a series of Application Programming Interfaces (APIs) and integrations. HCA’s current selected integrations and API management platform is Salesforce’s MuleSoft product. This position will be the senior administrator, designer and developer of the data collection methods and tools used to provide data to program managers and data analysts at both HCA and potentially other state agencies, such as the Department of Health, as well as other external partners.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.
Some of what you will do:

Senior technical resource in the requirements gathering, design, architecture, and deployment of agency procured integration solutions that support business requirements.

Develop, track, test, and implement system configurations and functionality.
-
Exercise expert technical proficiency in utilizing the API Gateways and API Management technology for development of end-to-end workflow solutions, application programming interfaces (APIs), and system integrations
-
Utilize critical core business knowledge as well as expert technology systems knowledge to support significant high-risk and high-impact critical system products, including the 988 Suicide and Crisis Lifeline service supporting Washingtonians across the state.

Consult with business owners/users to translate business requirements and offerings into system functionality and automation.

Apply skills and expertise in programming C#, Java, JavaScript, T-SQL, and related frameworks and technologies to support the agency's enterprise data systems and assets, with a focus on MuleSoft workflow /API development and configuration.

Develop workflows, complete configuration, testing, and implementation of components using the MuleSoft Anypoint solutions.

Develop workflows, actions, triggers, business rules, and scripts to automate and standardize the platform to ensure integrations align with the business requirements.

Advises ETS technical staff, management, and business sections on the current and future design of the agency’s MuleSoft environment.

Analyzes, researches, designs, documents, installs, and implements complex, multi-server, multi-vendor applications, in conjunction with other architects, which are tightly integrated with technical solutions for HCA’s end-user enterprise computing environment. Ensures compatibility with current and future IT systems.

Evaluates new solutions and develops proof of concepts environments for possible integration in the future architecture.
Required qualifications:
Qualifying candidates will satisfy all of the following criteria (experience may be gained concurrently):

Working-level knowledge of serving as a project lead and associated responsibilities.
-
Five years of experience with applications development with Microsoft Visual Studio, C# and .NET technologies, including application programming interfaces (APIs), software design patterns, Microsoft SQL Server, including relational database design and modeling, writing TSQL queries, developing Microsoft SQL Reporting Services and Microsoft SQL Integration Services solutions.

Two years of experience with Software Development Lifecycle Management (SDLC)
-
One year of experience in addressing application development security protocols and standards
-
One year of experience being directly involved with Agile / Scrum methodology practices.
Qualifying candidates will also satisfy one of the following criteria options (experience may be gained concurrently with the experience require above):
Option 1:
-
Twelve years of increasingly more complex information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, hardware, or network infrastructure equipment; directing projects; providing customer or technical support in information technology; or administering or supervising staff who performed work in any of these information technology disciplines.
Option 2:
-
Bachelor's degree in computer science or related field and
-
Eight years of experience as described above.
Option 3:
-
Master’s degree in computer science or related field and
-
Six years of experience as described above.
Option 4:
-
Doctoral degree in computer science or related field and
-
Five years of experience as described above.
Option 5:
-
Three (3) years as a journey level IT professional in state service.
Preferred qualifications:
-
Experience designing, developing, testing, implementing, and managing API and integration projects.

Experience with healthcare data and including behavioral health data.
-
Experience in cloud computing and architectures.

Experience with PL/pgSQL, PostgreSQL technologies, and various Amazon Web Service or cloud-based solutions.

MuleSoft Anypoint or similar API / integration platform.
