The Director of EMS is responsible for administering, coordinating, supervising and managing all aspects of Bristol Health’s EMS program. Program management requirements include creation of operational, budgetary and policy documents and guidelines. The Director of EMS is responsible for effective communications with Bristol Health’s Emergency Department Medical Director, executive and organizational leadership, partnering agencies and other industry representatives. Oversees and directs bargaining and non-bargaining staff and is responsible for executing and demonstrating Bristol Health’s mission, vision and values.
Initiatives and Objectives:
- Works with all stakeholders in the Bristol Health system for planning, implementation and evaluation of the Bristol Health EMS strategic plan goals
- Provides overall management and supervision of all BHEMS employees delegating responsibilities through a clearly defined organizational chart
- Implements strategies for the recruitment and retention of BHEMS employees
- Maintains awareness of advances in EMS medicine, equipment, technology and changes in government regulations
- Ensures that current policies and procedures for BHEMS are maintained
- Develops and implements new policies and procedures with Bristol Health executive leadership and Medical Director
- Responsible for the development and implementation of policies and procedures related to Bristol Health EMS
- Coordinates EMS billing and collection activities with contracted billing provider. Acts as the liaison between the billing provider and BHEMS providers to ensure the necessary information is provided for billing and collection purposes
- Provides financial oversight of EMS including monthly financial reporting, annual budget preparation, routine financial operations, authorization of expenditures with approved vendors, establishment of appropriate rates for EMS services
- Maintains communication with executive leadership by attending meetings
- Produce and present BHEMS reports and data collection to committees and boards
- Administers and monitors the EMS provider contracts and agreements and suggests revisions as necessary
- Ensures Mutual Aid Agreements and compliance with area EMS agencies
- Completes appropriate research and Capital expense report for required EMS vehicles and equipment
- Ensures that all BHEMS vehicles, property, equipment and buildings are properly maintained and safe
- Works in conjunction with the BHEMS Manager of Professional Standards and Bristol Health’s Medical Director to update and Maintain BHEMS medical protocols
- Working with BHEMS Manager of Operations and Manager of Professional Standards to ensure that good working relationships are maintained between BHEMS, Bristol police, Bristol fire and local government agencies
- Ensures Compliance with the State of Connecticut’s DPH EMS rules and regulations and protocols
- Facilitates BHEMS public information and education including BHEMS special events and activities
- Implements strategies for the recruitment and retention of BHEMS employees
- Administers and monitors the EMS provider contracts and agreements and suggests revisions as necessary
- Ensures Mutual Aid Agreements and compliance with area EMS agencies
- Develops and maintains the Emergency Medical Services Plan for the City of Bristol, Connecticut
Required Knowledge Skills and Abilities
- The position requires a thorough knowledge of the laws, regulations, and policies of governing emergency medical services and care
- Considerable knowledge of advanced emergency care practices, procedures and techniques
- Ability to plan, organize and direct operations of a unionized Emergency Medical Services department
- Must be capable of advanced development and management of the budget, including ability to forecast revenues and expenditures
- Must have a strong ability to communicate orally and in writing to maintain effective working relationships with employees and other agencies
- A thorough knowledge and skillset related to the management of employees is required including the ability to motivate, discipline, and develop a quality workforce
- Ability to prepare clear and concise records, reports, and files
- Knowledge of computers and effective procedures for their use, including an ability to use all applicable software
- Ability to read, analyze and interpret complex documents. Ability to respond effectively to the most sensitive inquires and complaints. Full understanding of the laws of HIPPA
- Ability to work with mathematical concepts such as fractions, percentages ratios and other functions
- Ability to define problems, collect data, establish facts and draw valid conclusions

Required Education and Experience:
- Bachelor’s degree in Business, Healthcare or Public Administration, Emergency Medicals Services, Emergency Management, or other related field of study
- Five years progressive management experience in Emergency Medical Services including 911 and non-emergency transportation, or related field
Mandated Licensure or Certification Requirements:
- Current CT Paramedic licensure preferred.
- Current CPR certification.
- Valid Driver’s license.
- Available for immediate call-in as needed.
Bristol Hospital Mandated Educational Requirements:
General orientation at time of hire. Fire/Safety/Infection Control annually. Other programs as mandated by Hospital.
