Supports Department of State (DoS) Air Wing Program Support Office (PSO) with planning, coordinating, and accomplishing a wide variety of organizational and programmatic functions. Serves as a consultant and technical expert to a PSO Operations Subject Matter Expert (SME) and/or DoS officials responsible for aviation program operations. Assignments include high visibility projects and critical issues which require application of thorough research and careful aviation operational analysis. Employs analytical techniques to define, quantify, and evaluate the feasibility of assigned projects. Designs, researches, and conducts studies that are unique, difficult to define, and require unconventional approaches. Conducts analysis of various systems and relationships and evaluating and/or redefining the impact of new capabilities on current systems and policies.
Use project management tools and techniques to support PSO SME and DoS officials. Provide support by compilation of data into specific recurring reports, creating briefings and programmatic documents. Coordinates, facilitates, and records regular meetings, building agendas and slides, processing action items, tracking milestones, and performing other related efforts. Reports can include requested deliverables consisting of status, risks, and up to the moment reports on new issues and challenges. Implement tools, techniques, and industry best practices to transform processes.
· Ensures problems are clearly defined through data collection, research, and investigation of objectives and relevant criteria. Provide technical writing support
· Performs independent analysis leading to unique analytical research proposals and studies that recommend alternative courses of action to program leaders
· Reviews and evaluates study projects, proposals, and/or reports for adequacy of methodology, ensuring the techniques used are valid and appropriate to the problem or issue identified
· Day-to-day project monitoring, collecting data and preparing slide presentations for internal (DoS/PSO) and external (all stakeholders) review
· Assists in managing, tracking, and storing details on unique projects (funding, task orders, management plans, schedules, risks, quality issues)
· Review and monitor reports for accuracy, assemble and distribute reports
· Develop, distribute, collect, and analyze performance data of associate contractors
· Populate data exported from a MIS into Excel for display on Program Dashboards
· Assist with research, analysis, conducting market research and preparation of cost estimates
· Perform special and recurring assignments on various projects. Assist the PSO on special projects related to correspondence/concurrence matters.
· Identifying new tools and techniques, and makes project management recommendations
POSITION REQUIREMENTS
Successful candidate will have a bachelor’s degree or equivalent experience, and 10 years’ experience working in Aviation Management, and the following demonstrated skills & abilities:
· Ability to identify problem areas, trends KPIs to improve program aviation operations and management
· Knowledge of fixed and rotary wing aviation operations sufficient to apply analysis, methodologies, and research findings to broad studies of an unprecedented nature
· Ability to use analytical, mathematical, or statistical theories and techniques to provide technical judgments concerning the validity of assumptions made and the criteria to evaluate alternatives
· Knowledge and skill in utilizing broad set of software tools (proficiency with Microsoft products a must)
· Outstanding customer service, organizational, time management skills, and ability to multi-task.
· Experience managing the change process for programmatic Technical Directives and Publications.
· Strong interpersonal, communication, and team orientation and customer service skills. Demonstrated customer relationship and presentation skills. Positive attitude and ability to lead a diverse group to a common goal
· Problem-solving aptitude; self-motivated and driven; highly adaptable to changes and meeting tight deadlines
· Protocol experience planning conferences, meetings, and high-level tours for VIPs
· Military or government staff experience preparing briefings and conducting course of action analysis
· Effective and confident decision-making and problem-solving skills, especially under time constraints.
· Experience working with foreign nation aviation personnel or building partner nation capacity in Latin America
· Familiarity conducting, documenting, and providing outbriefs for audits and inspections of aviation programs
· Ability to travel and Spanish language skills a plus
