Marathon TS is seeking a workstream Line Lead to help with the digital health transformation efforts of the Federal Electronic Health Record within the Federal Electronic Health Record Modernization (FEHRM) office. The FEHRM office works within the federal space to implement a single, common federal electronic health record (EHR) that enhances patient care and provider effectiveness. The FEHRM unites efforts and delivers common capabilities that enable the Department of Defense (DOD), Department of Veterans Affairs (VA), Department of Homeland Security's U.S. Coast Guard (USCG), Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) and other federal agencies to deploy the federal EHR. This person will support FEHRM's Technology Office (CTO) by providing administrative support, program management, and oversight of key deliverable to streamline and facilitate operations across the workstream.
This role will work with key leaders from CTO whose objective is to support the FEHRM's efforts to:
- Provide a connected, high availability, secure environment for health information to flow between DoD, VA, commercial healthcare providers, and other care providers in the federal health ecosystem
- Promote interoperability through management of products which promote data sharing and enhance clinical decision making
- Design a resilient, low-cost architecture to integrate technical systems and EHR instances that collectively comprise the "Federal EHR” – the common platform where DoD, VA, and federal partners provide care
- Oversee the technical orchestration of all engineering and cybersecurity activities impacting the federal EHR and the exchange of health data between the federal EHR and private sector partners.
Success in this role looks like having a pulse on all activities within the CTO, including knowledge management, cross-functional collaboration, program-wide reporting and communications while providing talented leadership that will not rotate out. Strong candidates will ensure the team is meeting deliverables in a timely manner, monitoring day-to-day operations, escalating personnel risks to minimize disruption, achieving target state culture, and providing strategy led operational support with a central point of accountability for the work prime contractors are doing.
This person should be able to inspire and empower the CTO team members to deliver against their respective priorities and KPIs, keep up to date with industry best practices, and consolidate and incorporate Lessons Learned. In addition, this person should drive work independently, accurately prioritize responsibilities, and develop informed recommendations.
This role will work closely with prime contractor team members, government leaders, vendors, and subcontractors in support of the FEHRM program.

- Communicate feedback on performance to vendor and subcontracted personnel
- Take action where necessary in cases of under-performance
Support Daily Operations and Transformational Efforts Driven by Program Leadership
- Supporting accountability for completion and quality of prime contractor work
- Conduct frequent check-ins to review program team members' priorities
- Re-balancing workstream activities to match resourcing level
- Manage backlog of tasks for the workstream
- Collaborate on workstream transformation initiatives
- Driving workstream-level performance improvement initiatives
- Communicating and managing absences
- Supporting subcontractors in clarifying government instructions
- Align with BCG to coordinate incoming requests from select stakeholders
- Partner closely with prime contractor teams to accelerate transformation
- Implement new processes and ways of working to drive enhanced delivery
Engage / Manage Relationship with Client Leaders
- Maintain management/advisor relationships with government clients
- Receive and address client feedback
- Manage client escalations
- Collaborate on and support intra-workstream initiatives
- Address client questions about prime contract
- Provide client with reporting for prime contractor activity
- Review, update, and ensure materials are prepared for stakeholder meetings (e.g., briefing presentations, metrics, etc.)
Perform special projects and/or other duties as assigned or required
BASIC JOB REQUIREMENTS:
- 5+ years of experience leading teams
- Prior healthcare or technology consulting experience with a top firm (Big 3 or Big 4 preferred)
- Familiarity with core competencies of a technology office (architecture, cyber, interfaces, product lifecycle, technology vendor management, etc.)
- Prior DHA or government healthcare experience
- Bachelor's degree required, Masters degree preferred
- Experience operating with a software / IT environment across the SDLC (preferred)
- Proficient computer skills: Excel, PowerPoint, Teams
- Strong written and verbal comms
- U.S. citizenship required
- Has a CAC (Common Access Card) [preferred]
