Major Duties and Responsibilities
Under direction, independently or as part of a team, researches, analyzes, formulates/revises, and implement policies, procedures, and/or administrative rules for assigned human services program area(s) (i.e., child protection; substitute care and permanency; adult protection services) based upon federal acts where guidelines are nonspecific, litigation, task force recommendations, administrative decisions, analysis of legislation, or combination thereof to establish state's minimum standard of practice.
Provides technical advice and consultation to Public Children Services Agencies (PCSAs), County Departments of Job and Family Services (CDJFS), and Juvenile Courts IV-E program (IV-E Courts) regarding child welfare programs and adult and family services programs; works to increase child welfare program effectiveness as measured by the Child and Family Services Review (CFSR), Multi-Ethnic Placement Act (MEPA), Child Fatality Reviews (CFR) and the State Child Protection Oversight and Evaluation (CPOE) review (e.g., anticipates consequences for agencies not complying with federal and state requirements and performance expectations); assists PCSAs, CDJFS, and IV-E Courts in formulating strategies for achieving federal child and family outcomes in the areas of safety, permanency, and well-being; utilizes Statewide Automated Child Welfare Information System (SACWIS) and Result Oriented Management (ROM) to acquire monitoring samples; conducts data analysis and provides technical advice to PCSAs, CDJFS, and IV-E Courts in their analysis of data; monitors and ensures compliance with goals and benchmarks outlined in Ohio's Performance Improvement Plan (PIP) and Plan for Practice Advancement (PPA); monitors PCSAs and CDJFS program operation plans for compliance through regularly scheduled systematic reviews; consults with service providers to ensure proper administration and implementation of programs and participates in development of corrective action plans; monitors child welfare programs for assigned counties and prepares reports regarding the status of the programs and services being provided through CPOE and other methods (e.g., administrative compliance reviews); responds to complaints and inquiries from recipients, CDJFS and Children Services Board (CSB) staff, legislators, providers, and general public; ensures uniform application of program policies by meeting with other central office and field office staff to share information; as directed by supervisor, responds to inquiries from government officials and general public through verbal communication and/or written communication; participates in program development, evaluation, and revision with CDJFS directors, administration, and other staff (e.g., participates in solving problems and developing systematic processes to increase program effectiveness; provides structured guidance and presents in-house training to agency staff and others involved in administration of program/service delivery); as assigned, assists or assumes duties of other Technical Assistance Specialists in other regions.
Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and trainings; attends special events and public forums to promote Title IV-E program; performs statistical analysis; operates personal computer to produce correspondence, reports, and other documents; prepares reports, position papers, and research documents; maintains logs, records, and files).
Hybrid Work Details
Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Qualifications
Completion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
- Or completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field; 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.
- Or 2 yrs. exp. as Human Services Developer 1, 69461, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).
- Or equivalent of minimum class qualifications for employment noted above.

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 13 (step 1, currently $31.86 per hour) associated with this position.
