Testudo Logistics is a government contractor seeking one Full Time Equivalent credentialed Doctor of Physical Therapy, within the Medical Operations Squadron, 35th Medical Group, Misawa Air Base, Japan.
The Physical Therapist for the 35 MDG, Misawa AB, Japan also referred to as the “Medical Treatment Facility” shall provide work to restore maximum health, functional independence, and productivity to the patient with various physical disabilities resulting from injury, disease, and the aging process.
The primary mission is to provide professional physical therapy services to all beneficiaries referred to the Physical Therapy Section. This service may include, but is not limited to, use of modalities, manual therapy techniques, specialized equipment, therapeutic exercise, patient education, gait training with or without assistive devices, and instruction in home programs to modify pain, maximize physical abilities, and restore patients to a higher functional level in activities of daily living.
The Physical Therapist participates in individual and multidisciplinary discharge planning, follow-up care, and assesses the need for adaptive equipment and assistive devices for home use. As a physician extender, the Physical Therapist supports the work of orthopedic surgeons by screening and managing patients with neuromusculoskeletal conditions, ordering x-rays, bone scans, and MRI, prescribing medications approved by the Therapeutic Agents Board, referring to specialty clinics, and limiting the patient activities and/or duty requirements as needed. Results of the evaluations and tests performed are used to determine fitness for duty of soldiers in training, rehabilitation potential of injured beneficiaries, and by physicians as the basis for medical and/or surgical management if conservative management fails or is not appropriate.
Qualifications
- Experience. Minimum of one (1) year experience in an outpatient clinical setting within the last five (5) years.
- Education. Graduate of a Masters or Doctoral level degree program in Physical Therapy from a college of Physical Therapy accredited by the American Physical Therapy Association (APTA) recognized by the U.S. Department of Education.
- Maintenance of Basic Life Support (BLS) certification is mandatory. Recertification will be provided by the MTF at no cost to the contractor.
- Licensure. Possess and maintain an active (characterized by present activity, participation, practice, or use); current (not revoked, suspended, or lapsed); valid (the issuing authority accepts and considers professional performance and conduct in determining continued licensure); and unrestricted (not subject to state imposed stipulations or restriction pertaining to the scope, location, or type of practice ordinarily granted to all other applicants for similar licensure in the granting jurisdiction) license from a U.S. jurisdiction (1 of 50 states), the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands and applicable Board Certification as a licensed Physical Therapist (PT). All licenses must be unencumbered and remain in effect during contract employment.
- Additional Requirement for applicants who are not a U.S. national. Non-US citizen applicants and their non-US citizen employees are required to have a valid Japanese working VISA prior to the first day of this contract. The applicant is responsible for obtaining any required Japanese working VISAs.

- Direct: Designated Flight Commander

Hours
- The contractor’s normal duty days and hours for this position are Monday-Friday, 0730-1630, with 60 minutes for lunch. The contractor may be required to work more than 8 hours in a single day or 40 hours in a week. If additional hours are worked, the Government may reduce future scheduled hours to maintain a 40 hour work week average.

Objectives
- Treat patients with common acute and chronic musculoskeletal conditions, post-operative orthopedic patients within accepted protocols, in referral and direct access based cases independent or in collaboration with a physician.
- Collaborate with the physician in the health care of patients with chronic illnesses.
- Order diagnostic tests as applicable to include plain film x-rays and MRI if credentialed by the MTF.
- Prescribe and dispense medications as delineated by the Pharmacy and Therapeutics Committee and in concurrence with privileges offered by MTF credentialing and per state licensure.
- Promote preventive and health maintenance care, positive health behaviors, and self-care skills through education and counseling.
- Coordinates patient care through a continuum and facilitates the achievement of optimal outcomes in relation to care, quality and cost effectiveness.
- Ensures compliance with standards of care and practice in accordance with all established policies, procedures, and guidelines used in the medical treatment facility. Provides care within ethical and legal boundaries.
