Overview:
Edgewater Federal Solutions, Inc. is seeking a motivated and knowledgeable Proposal Manager/Writer to join our growing team. This position is responsible for ensuring proposal processes are effectively and efficiently implemented and managed. Exceptional technical writing and editing skills are critical to the success of this role. The Proposal Manager/Writer develops high-quality proposals that are compliant with every RFP/Q requirement, tell a coherent and compelling story, and integrate differentiators and win themes. Must bring critical thinking skills toward proposal strategy, solutioning, and translating customer needs into a compelling and compliant value proposition.
Responsibilities:

Overall management, oversight, and tracking of all activities relevant to the development, production, and revision of assigned proposals.

Manage technical volumes and sections, including technical and management approach, personnel and staffing approach, past performance, and corporate experience.

Write and lead technical, management, resume, and past performance volumes.

Work as part of a collaborative team to clearly articulate a solution and strategy, approach to performing the work, experience, win themes, and discriminators.

Apply communication and interviewing skills to gather needed information from internal and external personnel to support writing activities.

Write clear, persuasive, and articulate proposal sections; translate complex ideas into easily understandable text.

Keep a consistent style and writing standards, ensure technical accuracy, and devotion to documentation standards under tight deadlines

Develop and implement process improvements to help improve proposal quality
- Create and curate a content library of prose, briefs, and graphics for use across the business

Prepare status reports and briefings for management; prepare, present, conduct, and participate in reviews at all stages of the proposal.

Ensure 100% on-time delivery of compliant and compelling proposals on all assigned opportunities
Qualifications:
Education:
-
Bachelor's (or equivalent) with 10 - 12 years of experience or a Master's with 8 - 10 years of experience proposal technical writing, proposal preparation, and management experience with a documented win rate

At least 4 years in a supervisory capacity.
Experience:
-
Demonstrated experience leading single and multi-award (IDIQ, BPA, self-scoring, task order) proposals across the Federal Government.

Understanding of the proposal development process and strong technical writing experience.

Determine proposal requirements and coordinate with Subject Matter Experts (SMEs) and managers to draft technical content and refine technical responses.

Ability to review and edit proposal content for clarity, grammar, and proper use of technical or customer terminology.

Research, outline, write and edit new and existing content, working closely with various departments to understand project requirements.

Effective communication and interviewing skills to gather needed information from internal and external personnel in support of writing activities.

Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) is preferred.

Desired: Certification in Program Management and/or Proposal Management

Desired: Proposal training from Shipley Associates or similar professional training
