The Village of Winnetka is seeking applicants for a full-time Substation Manager. The Substation Manager oversees the inspection, testing, cleaning, calibration, installation, maintenance, and repair of all electrical equipment and protection, control and metering systems and interfaces at the Electric Plant, load centers, substations, and distribution. This position assists in the development and administration of the Substation Division budget which includes the sourcing and management of contractual services needed to complete projects. This position utilizes broad systems expertise to assist the Plant and Distribution Divisions in project management that spans across Divisions. This position also assists in troubleshooting and repair of electrical equipment and protection, control and metering systems used in the Water Plant and reservoir as needed.
Essential Duties:
- Assists the Assistant Director and Plant Superintendents with future planning, design, construction and operation & maintenance of the transmission, distribution, substation, fiber optic, and SCADA systems.
- Supervise, plan, manage, and evaluate activities of the Electric Control Technician.
- Provides engineering design and/or consultant oversight, with an emphasis on substations and transmission interconnections.
- Maintains awareness of cybersecurity and physical security concerns related to SCADA systems and equipment.
- Responsible for managing the support and advancement of various utility smart grid systems.
- Responsible for working with vendors, and procurement in annually renewing different software/hardware support agreements, IT subscriptions, and services to ensure continued support of the utility’s critical applications and infrastructure.
- Formulate and recommend maintenance, test procedures and standards; plan for equipment and material needs.
- Maintain and interpret "as-built" diagrams and drawings of electrical systems at the Electric Plant, substations, and load centers; maintain relay protection settings records.
- Install, service, maintain, inspect, test, repair, replace, disassemble, adjust, and clean electrical and related equipment and relays used to protect and control functions of equipment such as, but not limited to, circuit breakers, transformers, capacitors, telemetry, automatic switches, supervisory control devices, and indicating and recording instruments, using hand tools.
- Test and repair switchboard and equipment circuitry, interpreting wiring diagrams to trace and connect numerous wires carrying current and voltage to independent functions.
- Test insulators and bushings of equipment for power leakage, using testing apparatus and calculating insulation loss.
- Service, test and replace storage batteries used for emergency backups to system protection functions, UPS devices, and SCADA.
- Perform other duties as assigned.
Minimum Qualifications:
- Associate degree, Trade, or Technical School and/or Bachelor’s Degree in Electrical Engineering or related field.
- Five (5) years’ minimum work experience as a relay technician or apprentice relay technician.
- ·Eight (8) years of managerial experience in electrical transmission and/or substation design, maintenance, and construction experience.
- Any equivalent combination of education, training, and/or experience.
Shifts are typically 8 hours in duration (7:00 a.m. to 3:30 p.m.), 40 hours weekly, but may be extended or altered in the event of emergency, personnel shortage, workload, and/or work in progress. Work is frequently required in areas surrounded by energized electric power and control circuits.
Salary Range: $117,064 - $142,313 annual, DOQ.
