SUMMARY
The purpose of this position is to coordinate and apply the necessary resources, programs and funding sources available to implement the district’s Agricultural Conservation Program as well as assisting with the District’s Erosion and Sedimentation Control Program as needed.

DUTIES AND RESPONSIBILITIES
1. Assist agricultural producers/landowners with obtaining conservation and nutrient/manure management planning in accordance with state regulatory and federal program requirements and assist landowners with the interpretation of plans and/or obtaining revisions of conservation and nutrient/manure management plans as necessary.
2. Coordinate efforts to implement Best Management Practices (BMP) to improve soil health and water quality within Carbon County.
3. Coordinate with District Manager on potential grant-funded projects.
4. Conduct educational programs to address local soil health and water quality impacts.
5. Coordinate and provide technical assistance with Natural Resource Conservation Service (NRCS) programs.
6. Ensure that all BMPs are designed and installed to meet Department of Environmental Protection (DEP) and/or the Natural Resource Conservation Service (NRCS) standards and specifications.
7. Encourage producers to maintain records to demonstrate compliance with the manure management, Ag E&S & other regulations.
8. Conduct annual follow-up reviews with contracted landowners to assure that planned BMPs have been installed on schedule; that any necessary contract revisions have been made; and that previously installed BMPs are being maintained.
9. Coordinate with the District’s Ag Committee to give input into projects and overall direction of the program
10. Coordinate the application and ranking process for participants in the Agricultural Conservation Assistance Program (ACAP)
11. Pursue and maintain a working relationship with agencies such as; DEP, NRCS, Penn State Cooperative Extension, Farm Service Agency, County Departments, Municipalities, local agriculture and environmental groups, etc. for the purposes of implementing conservation programs
ADDITIONAL JOB RESPONSIBILITIES
1. Complete monthly board reports for submittal to the Carbon Conservation District Board of Directors and other agencies, as applicable.
2. Assist with Carbon Conservation District activities such as; workshops, Envirothon, etc.
3. Work closely with other District technical staff to assist with reviewing plans for the Chapter 102 and NPDES Programs
4. Gain and maintain technical knowledge by attending applicable training and certification programs.
5. Perform other duties as requested by the Board of Directors or District Manager.
JOB SPECIFICATIONS:
An understanding of work procedures and standards equivalent to that achieved with a 4 year
college degree or a 2 year degree with 2 or more years of experience. Major course studies include Agriculture, Agronomy,
Soil & Crop Management environmental science, forestry, biology, geology, or related field.
SKILL LEVEL:
Ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions in mathematical or diagrammatic form. Ability to compute discount, interest, profit, and loss: ratio and proportion, and percentage: to calculate surfaces, volume, weights & measures. Ability to present effective and persuasive speaking presentations to individuals or small groups using good voice, diction and phonetics skills. Ability to read literature, scientific and technical journals, financial reports, and legal documents. Ability to write grants, speeches, manuals and critiques. A valid Pennsylvania driver’s license is required.
PHYSICAL REQUIREMENT:
Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force
frequently, and/or a negligible amount of force constantly to more objects.The ability to perceive the nature of both near and far objects with visual acuity.
WORK ENVIRONMENT: The worker is subject to outdoor weather conditions.
