Summary:
The successful candidate will report to a Sr. Program Manager, providing support to identify how to implement and/or deploy a suite of tools and technologies for a Licensing Automation project at the Maryland State Police (MDSP). This candidate will provide guidance on how to use agile/scrum practices and values. To ensure organizational IT needs are met, this ideal candidate must have experience in the following:
- Providing project management support, project schedule management, continuous process improvement, and SDLC management for major IT development project
- Using collaboration tools such as Google Workspace and SharePoint platforms
- Implementing IT system project planning and execution; monitoring and control, configuration/change management, and training
- Using writing technical documentation or requirement documents experience
*This is a hybrid role, with the expectation of 2-3 days on site, in Pikesville, MD.
Specific Duties and Responsibilities::
- Support the delivery of key system implementation activities, ensuring efficient installation of new software upgrades related to the elements of the MDSP Automated Licensing Registration and Tracking System
- Act as a facilitator between the MD State Police and other state agencies, as well as with multiple contractors and vendors
- Monitor technical aspects of project, performing needs analysis, matching user needs to system capabilities and write requirements documents
- Manage repeatable project management processes by creating and managing a Project Management Plan, Project Schedule/Work Breakdown Structure (WBS), and Testing and Documentation
- Manage all aspects of the project including cost benefit analysis, work plans, functional and technical designs, testing, and implementation
- Manage data collection, prepare project reports, provide status, and deliver presentations for program and project status meetings
- Identify critical tasks, dates, testing, and acceptance criteria for project deliverables
- Identify process issues and manage associated risk, issues, and dependencies
- Provide mitigation strategies, as well as provide recommendations for improvement and escalation plans
- Organize and facilitate planning meetings, as well as build consensus among project team members regarding task definitions, sequencing, and project interrelationships
- Provide post implementation support and training to large, in-person audiences
Required Qualifications::
- Bachelor’s Degree from accredited college or university in Information Systems, Business, or other related discipline
- At least eight years of experience in managing IT related projects, gathering requirements, documentation and delivery tracking
- Excellent communication and organizational skills, including ability to communicate effectively with technical and non-technical stakeholders
Preferred Qualifications::
- Experience working with large scale enterprise state level implementation effort
- PMP certification, or 10+ years of experience using PMI PMBOK standards
- Knowledge of state of Maryland SDLC requirements and procurement procedures
- A focus or specialization in software development project management
- Knowledgeable with software, systems or business processes in support of Maryland’s firearm licensing and wear/carry laws
