What are Trust Fund Positions?
Trust Fund positions are unique to the Smithsonian. They are paid for from a variety of sources, including the Smithsonian endowment, revenue from our business activities, donations, grants and contracts. Trust employees are not part of the civil service, nor does trust fund employment lead to Federal status. The salary ranges for trust positions are generally the same as for federal positions and in many cases trust and federal employees work side by side. This position is located within the Business Operations and Technology Directorate, National Air and Space Museum (NASM), Smithsonian Institution (SI). The mission of the NASM is to commemorate, educate and inspire. Learning at the National Air and Space Museum sparks curiosity and empowers learners to imagine the possibilities of our future. The museum collects, preserves and displays aeronautical and spaceflight artifacts of historical significance.
This position reports to the Supervisory Administrative Officer, which reports to an Associate Director.
Personnel Management Operations
- Works collaboratively with leadership and team members to support the hiring process which includes: initiating and reviewing requests for personnel actions, identifying selective and quality ranking factors to develop rating guides, review actions for completeness, appropriateness, and compliance prior to submission, and ensures that position descriptions meet appropriate classification standards for the series and grade proposed.
- With leadership guidance, manages the unit’s financial disclosure statements and procedures.
Personnel Management Analysis
- Analyzes various sources of information (i.e. budget for Trust and Federal), hiring restrictions, and provides advice on appropriate staffing options, guidelines and procedures for conducting administrative support and program operations
- With supervisory support, acts as a liaison to SI’s Office of Human Resources regarding: classification, staffing, recruitment, human resource development, and pay administration.
- Maintain personnel-related records such as: performance ratings, performance plans, performance awards, and position descriptions.
Personnel Management Systems and Reporting
- Serves as the central point of contact for human resource management system, performance review platforms, timekeeping system, and other IT programs related to HR.
- Manages NASM’s organization charts, employee vacancy reports, and other directories.
Experience required for this position is as follows:
- Knowledge of human resources practices including maintaining personnel records.
- Ability to organize information and processes.
- Knowledge HRMS or similar database software to generate and maintain human resource related reports and record updating.
- Comprehensive and thorough knowledge of laws, regulations, Executive Orders, court decisions and issues related to federal personnel management and skill to apply this knowledge to a variety of difficult and complex work assignments.
- Skill in advising on major personnel functions in order to guide managers on all aspects of personnel management and to develop personnel procedures for the Unit.
- A sound working knowledge of computers, printers and scanners for database management, analytical research and studies, budget and personnel functions and use in day-to-day operations in word processing, development of spreadsheets, document management, e-mail, briefing slides and employee development.
- High level of communication skills, both written and oral. Ability to interact favorably in sensitive or controversial situations. Persuasive, discrete and tactful. Keen sense of awareness and analytical acumen. Combined practical and theoretical grasp of operational and organizational awareness.
- Ability to communicate orally and in writing in order to establish and maintain effective relationships with operating and management officials, other Smithsonian units, federal agencies and outside organizations. Able to conduct studies and perform analyses. Skill in preparing reports.
- Comprehensive skill in applying analytical and evaluative techniques to personnel issues or studies. Ability to understand and articulate the relationship of human resources to Unit operations, goals and objectives, work distribution and staffing levels. Skill in using administrative support systems, management tools, policies and procedures to accomplish HR and Unit objectives.
