Primary Purpose
Provides all necessary engineering and construction management support in the development of company projects and has overall E&C responsibility to deliver the project to meet the agreed project goals. Develops and maintains a strategic focus for the project with frequent interaction with multiple internal and external stake holders and project partners to ensure a balance between the immediate project needs and the long-term project development goals. Manages and achieves all the project goals including safety, technical, budget, quality, performance, and schedule. Manages the FEED and/or the EPC contractor and other contractors' deliverables and ensures that the Owner responsibilities under the Engineering, FEED or EPC Agreement are being fulfilled. Directs all project phases including engineering, procurement, fabrication, construction, and commissioning/start-up. Recruits and develops the project team, develops project-specific risk management plans, and proactively manages technical and commercial risk throughout the project execution lifecycle to minimize company exposure. Ensures timely actions and deliverables are performed to advance the project through Owner's stage gate process in accordance with company processes and procedures. Identifies key work streams required to advance the project deliverables and achieve significant milestones, and ensures they are properly communicated and managed through to completion.This position may work in the EPC contractor's and/or E&C offices in Houston or elsewhere and then relocate to the site at the appropriate time.
Duties and Responsibilities
- Negotiates and manages the EPC contract.
- Coordinates and negotiates all necessary services for the project execution.
- Manages the budget and cost control for coordination of all third-party support activities during FEED and EPC.
- Ensures that all Owner obligations to the FEED and/or EPC Contractor are met on time to avoid Change Orders and schedule delays to the Project.
- Manages vendors/contractors to ensure they deliver the value and services for which they have been contracted.
- Participates in technical reviews and coordinates with the engineering team to ensure that the design is consistent with established criteria, standards, and processes.
- Ensures technical integrity of process design is maintained by selection of cost efficient and appropriate technical design and engineering standards in conjunction with the FEED and EPC Contractor, team and external specialist consultants.
- Ensures deliverables are prepared and submitted to appropriate stakeholder.
- Strives to cultivate and maintain a good working relationship with the contractor’s personnel.
- Ensures designs are safe and cost effective for the lifetime of the operation.
- Performs other duties as assigned (no more than 5% of duties).
- Provides project management support to permitting and construction to ensure environmental and regulatory compliance.
- Recruits and develops project staff assigned to the project team.

Qualifications
Education
- Bachelor's Degree Engineering. Required
- Advanced degree. Preferred Experience
- 20+ years Related professional experience in LNG, energy and project management. Required
- Experience as Project Manager during FEED, EPC and Construction of an LNG project. Required
- Marine facilities work experience, to include fixed platforms and/or floating production facilities. Required
- Experience working in heavy industrial fabrication, such as shipyards or module fabrication facilities Required
- Experience working for an Owner/Operator, preferably within a Joint Venture project development structure. PreferredSkills and Abilities
- In-depth knowledge of construction techniques and practices in the LNG, energy, natural gas and/or petroleum industries.
- Demonstrable knowledge of international codes, standards, equipment, and processes associated with offshore oil and gas installations; installations, e.g. FLNG, FSRU, FPSO or other.
- Proven ability to effectively lead culturally diverse and distributed teams
- Strong technical management skills with effective project management and leadership skills.
- Ability to align with the strategic direction of the company.
- Strong decision-making and problem-solving abilities to analyze data and identify issues, and recommend, develop and implement solutions.
- Strong ability to organize, plan, control, coordinate, and effectively manage cross-functional assignments and projects.
- Familiarity with the design and construction processes, and the associated project controls required to achieve the schedule, budget, and quality goals.
- Strong interpersonal skills with the ability to effectively lead, delegate, motivate and create a strong team environment.
- HIgh level of proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint with experience presenting to stakeholders and/or senior leadership. Licenses and Certifications
- PE registration is preferred. Preferred Other Qualifications
- Requires 40% travel over an extended period and relocation to the site when construction begins.
