The Department of Revenue established this position as full-time remote.
This position is Time-Limited for approximately three years. Funding for this position could be continued after three years. Selected candidate may be considered for other permanent positions, once the time-limited position is completed. The minimum starting salary is $54,137.
The North Carolina Department of Revenue is seeking a Revenue Tax Auditor I to work in the Motor Fuels Section of the Examination Division. The Motor Fuels Section administers and enforces motor fuels tax laws, motor carrier laws, as well as some motor vehicle laws. The Motor Fuels Section of the Examination Division administers and enforces both motor fuels tax laws and motor carrier tax laws. They also conduct audits for International Fuel Tax Association (IFTA). This position is assigned specifically as the JOC auditor.
The JOC auditor will conduct independent examinations of financial records of taxpayers that are not in voluntary compliance and have unique or special audit features or anticipated accounting, tax law, or investigative problems of a more unique nature, or of unusual difficulty or complexity. The responsibilities and duties of the incumbent can be categorized into six major areas: audit selection, examination, report preparations/exit conference/audit follow-up, interaction with other departmental personnel, public assistance/taxpayer education and special projects. This position conducts motor fuel audits of a complex nature, as well as high-distance or complex IFTA motor carrier audits.
Responsibilities include, but are not limited to, the following:

Document and maintain audit status and communications within agency databases and systems, documentation logs, and audit templates.

Obtain all necessary factual documentation to support audit findings.

Plan work in an efficient manner ensuring deadlines are met.

Prepare concise work papers and reports that clearly explain the findings resulting from completed examinations.

Reconstruct and develop accounting methods that properly reflect fuel transactions in cases where either no records or inadequate records or accounting data is available.

Develop MS Excel spreadsheets and MS Word documents.

Perform accurate and complete audits of financial books and records of motor fuel suppliers, distributors, service stations and trucking companies registered with the Excise Tax Division (International Fuel Tax Agreement) and the Division of Motor Vehicles (International Registration Plan) to determine tax compliance with multiple tax schedules.

Perform audits that will involve the interpretation and application of tax laws to ensure compliance with revenue laws and motor vehicle laws by employing professional auditing and accounting principles and practices in the examination of the taxpayers' records and tax reports.

Confer with individuals, company officials and their representatives.

Bachelor's degree in Business Administration, Economics, Accounting or related field with at least twelve semester hours of accounting from an appropriately accredited institution; or an equivalent combination of education and experience.

"Tax compliance" is defined as having filed and paid all North Carolina State taxes owed each year leading up to the current calendar year or currently in a non-delinquent payment status with the State of North Carolina on taxes that are currently owed to the state.
