About the Role
We are seeking a Pricing Analyst (Federal Government Contracting)to play a central role in developing and implementing pricing strategies for federal proposals. This position ensures the competitiveness and compliance of all pricing activities with solicitation requirements and federal regulations. The ideal candidate will have a strong background in federal proposal pricing, cost analysis, and financial reporting, with specific experience in the Small Business Administration (SBA) 8(a) program. This position will work closely with company leadership, the proposal and finance departments, subject matter experts, and others to develop compliant and compelling pricing.
This is a fully remote position that can be based in Atlanta, GA or anywhere in the U.S.
Responsibilities
- Develop and implement pricing strategies for federal proposals, ensuring competitiveness and compliance with solicitation requirements.
- Analyze Request for Proposals (RFPs) to identify pricing requirements and develop compliant pricing models.
- Collaborate with technical teams, proposal managers, and subject matter experts to gather necessary pricing inputs and develop accurate cost estimates.
- Prepare detailed cost proposals, including direct and indirect costs, labor rates, materials, travel, and other expenses.
- Ensure all pricing complies with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Conduct detailed cost analysis and develop cost estimates using various methodologies.
- Review historical cost data and industry benchmarks to develop realistic cost estimates.
- Develop and maintain cost estimating relationships and models to improve the accuracy of future cost estimates.
- Collaborate with proposal teams to develop pricing narratives and supporting documentation for proposal submissions.
- Participate in proposal reviews to ensure pricing is aligned with technical approaches and win strategies.
- Assist in the development of cost volumes, ensuring all required cost data and supporting documentation are included.
- Support proposal teams in responding to government clarifications and negotiations regarding pricing.
- Ensure all pricing activities comply with federal regulations, company policies, and solicitation requirements.
- Prepare and maintain detailed pricing documentation, including Basis of Estimate (BOE) and Cost Estimating Relationships (CERs).
- Support internal and external audits and reviews of cost proposals.
- Provide financial analysis and reporting on proposal pricing, including profitability analysis and risk assessment.
- Develop and maintain pricing templates and tools to streamline the pricing process.
- Track and report on pricing metrics and trends to improve future pricing efforts.
Requirements:Required Experience and Skills
- Minimum of 3 years of experience in federal proposal pricing preferably working with an 8(a) company. Previous experience with an Alaska Native Corporation (ANC) or Indian Tribe highly desired.
- Experience with the Small Business Administration (SBA) 8(a) program, including knowledge of related tools and technologies.
- Experience applying the Shipley process or equivalent proposal management methodologies preferred.
- Proficiency in cost estimating and pricing software, as well as Microsoft Office Suite.
- Ability to maintain a flexible schedule especially during peak proposal activity (June through September).
- Knowledge of the Federal contracting environment and procurement cycles, including knowledge of proposal-related jargon and terminology; FAR expertise preferred.
- Proficiency in Microsoft Office Suite (including Outlook, Word, Excel, and PowerPoint).
- Self-driven with ability to self-manage, take direction, and proactively run with tasks.
- Excellent organizational skills and ability to manage competing priorities in a fast-paced work environment, with time management, attention to detail, and problem-solving skills.
- Ability to thrive in a small company or start-up environment.
- Strong analytical skills and attention to detail.
Education and Training
- Bachelor’s degree in Business, Finance, Accounting, or a related field.
- Additional certifications in pricing strategies, cost analysis, or proposal management are a plus.
Physical Requirements
- Prolonged periods of sitting at a desk and working on a computer. May need to lift 25 pounds regularly.
