The Community Agency for Senior Citizens (CASC) assists Staten Islanders age 60 and older to live as independently as possible in the community. We do this by working in hand-in-hand with older adults, respecting their right to make decisions for themselves, honoring their life experiences and heritage, and recognizing the importance of friends, relatives and community in creating supportive environments for people as they age.
Job Purpose & Objectives
Responsible for the administration and management of all fiscal services for CASC and all other related corporations under the Staten Island Senior Resources Corporation umbrella and Housing Entities.
Essential Functions:
1) Serve as a member of the agency’s Executive staff, participating in the development and implementation of overall policies, long-range planning and daily operational goals and objectives.
2) Responsible for all aspects of agencies’ financial operations, including analysis, planning and leadership of organizations’ fiscal, budgeting and financial reporting functions. Lead budgeting process at both agency and program level.
3) Preparation and reporting of financial statements to the President/CEO, Board of Directors, Board Finance and Audit Committees.
4) Preparation and monitoring of all agencies’ and individual programs’ budgets.
5) Provide oversight of all bookkeeping functions, including maintenance of ledgers and journals and the design and implementation of a financial management system in compliance with the requirements of CASC, its related corporations and all funding sources.
6) Supervise Fiscal Department staff and HR
7) Establish requirements for accounting records and reports, including all program and contract filings.
8) Develop and maintain internal accounting checks and control over all fiscal activities.
9) Monitor and control revenues and expenditures for all grants and for the agency as a whole, to prevent deviations from approved budgets.
10) Prepare, file tax returns and work with independent auditors in the preparation of tax returns and all other tax-related matters.
11) Coordinate all fiscal audits, including both government and independent audits.
12) Prepare monthly, quarterly, semi-annual and annual funding source reports, including preparation and submission of all invoices and required documents.
13) Provide program departments with financial information required by them to carry out their assigned responsibilities for each service.
14) Prepare all other financial reports as prescribed by various federal, state and local agencies, foundations and related organizations.
15) Establish and maintain relationships with Banks, Government Agency and Funding Source staff.
16) Monitor and ensure the preservation of the Agency's resources.
17) Monitor and maintain adequate and appropriate insurance coverage for all entities, ensuring compliance with insurance requirements of government agencies, oversight of insurance claims, and mitigation of liabilities.
18) Maintenance of up-to-date corporate and legal documents.
19) Provide oversight of HR Department and supervise Director of Human Resources.
20) Manage payroll and processing using outsourced payroll provider.
21) Provide oversight of outsourced Property Management with rent collection, rent-ups, tax compliance and property management.
22) Oversee related corps and entities.
23) Oversee outsourced information technology infrastructure (IT) and work with IT consultants to maximize agencies use of IT systems.
24) Perform other duties as assigned.

Education and Experience:
BS in Accounting or other related Finance field required
Minimum five years financial supervision, business management, non-profit experience helpful
Experience working with NYC and/or NYS contracts preferred
Requisite Skills and Capabilities:
1) Knowledge of government agency funding, human service and social welfare issues.
2) Demonstrated competence in the areas of auditing, fund accounting, budgeting, management, government compliance requirements, banking relations, computer applications and taxes.
3) Good interpersonal skills.
Salary range: $110,000 to $125,000 per year
