POSITION SUMMARY:
The Resource Manager II partners with Business Leaders, IT HR, and Technical/Strategic Leads to communicate and facilitate business goals, programs, and processes in support of employee recruitment, performance, development and retention. This position will use data to evaluate and plan for current and future resource needs, including but not limited for projects with significant business impact involving cross-functional teams. The Resource Manager serves as an advocate for employees and guides them on their career path and development within the organization. This is an intermediate level position responsible for understanding team dynamics and needs, assessing strengths and weaknesses, supporting team morale and resolving issues or conflicts.
RESPONSIBILITIES:
Recruitment and Retention- Source new talent, compile and review resumes, compile interview questions, on-board new employees, employee career development and growth. Conduct one on ones with employees, build trust and work through employee issues and concerns.
Resource Planning and Allocation- Partner with Technical/Strategic Leads to continually assess team resources and assist in defining or updating roles and responsibilities. Conduct research to gain understanding and create positions based on industry requirements. Plan, coordinate and monitor day to day or project activities and requests, including attendance and leave requests. Pull reports that reflect time spent on projects, operational and additional tasks in Jira. Review Project tools as well as coordinate with PO/SM/SL about discrepancies or utilization issues and concerns.
Team Roles and Responsibilities - attend Scrum Ceremonies and team meetings to learn about teams and their needs.
Gather requirements for positions descriptions. Research position descriptions and collaborate with Technical/Strategic Lead to create. Monitor compliance with legal issues in such areas as products and services, workplace safety and contractor relationships.
Performance Evaluation- Partner with Technical/Strategic Leads to continually assess employee performance through sprints, check-ins, quarterly and annual evaluations. Assist in defining performance goals and expectations. Ensure that employees understand job responsibilities and measures for successful performance. Provide recommendations for pay for performance actions. Partner with Technical/Strategic Leads to provide guidance in resolution of informal grievances. Work with IT HR to facilitate performance improvement plans, disciplinary actions and other employee relations issues. Collect documented feedback from Technical/Strategic Leads.
Career Growth and Development- Support and assist employees with career growth and development. This includes facilitating individual development plans to identify opportunities for learning/training and routinely tracking progress. Create agreed upon development goals and works with direct reports to achieve milestones. Collaborate with Technical/Strategic Leads or other areas within IT to recommend development activities for employees such as job shadowing and mentorship. Monitor requests for training and research associated costs according to available training resources for each team. Partner with IT HR, Technical/Strategic Leads and Leadership to promote and track advancement for employees. Research costs for requested training and available training resources for each team.
Employee Engagement - Promote team culture and work environment that encourages and challenges employees to grow and develop. Research and facilitate employee engagement activities, such as team building activities/events. Manage team calendar and ongoing team activities. Research Employee engagement activities, such as team building activities/events. Plan and organize Team activities.
Communication - Serve as conduits for the dissemination of department or team related information to direct reports as instructed by leadership, answer questions and concerns. Communicate and resolve team operational issues. Actively participate in ongoing improvement discussions and activities. Provide information on resource options to the team, including documentation and procedures found in Confluence. Monitor compliance with policies and procedures. Share company-related information team or as instructed by Leadership. Answer questions and concerns or educate on self service options that are available for employees.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree and four years of related experience, including two years of supervisory experience. Eight years of related experience or a combination of education and experience may substitute for the Bachelors degree. In all cases, at least four years of related work experience must include two years of supervisory experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
