Job Summary
The HR Director is responsible for performing administrative-level work to support positive employee and labor relations and key business and HR objectives. The HR Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department. Responsible for payroll, benefit administration, leave management, recruitment, employee relations, investigations, ensuring legal compliance and implementation of the organization’s mission and talent strategy.
Essential Functions

· Administers or oversees the administration of HR programs including, but not limited to: compensation, benefits, leave management, disciplinary matters, disputes and investigations, performance and talent management, morale, training and development
· Collaborates with senior leadership on organization goals and strategies providing HR guidance
· Manages/oversees payroll
· Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management
· Monitors and ensures the organization compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance
· Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management
· Facilitates professional development, training, and certification activities for HR staff
· Follows District and Department policies and procedures
· Utilizes initiative and sound judgment
· Performs other duties as required
Minimum Qualifications/ Requirements
· High School Diploma or equivalent
· Bachelor degree from an accredited institution (Human Resources, Business Administration, or related field required)
· Valid State of Texas Driver License
· At least five (5) years of human resource management experience required
· Or equivalent combination of education and experience
Preferred Qualifications/Requirements
· Master’s degree preferred
· SHRM-CP or SHRM-SCP highly preferred
Necessary Knowledge, Skills, and Abilities
· Knowledge of personnel payroll systems
· Knowledge of employee training and development techniques, methods, and practices
· Knowledge of recruitment and interviewing techniques, methods, and practices
· Through knowledge of employment-related federal, state, and local laws and regulations (including Fair Labor Standards Act, FMLA, Americans with Disabilities Act, Equal Employment Opportunity, and USERRA laws) and ordinances dealing with personnel administration
· Excellent verbal and written communication skills
· Excellent interpersonal and negotiation skills
· Excellent organizational skills and attention to detail
· Excellent time management skills with a proven ability to meet deadlines

Physical Demands/Work Environment
· Work is primarily performed in a standard office environment and involves sitting, standing, walking, reaching, twisting, kneeling, and bending for extended periods of time. Must be able to safely lift and carry materials and objects up to thirty pounds
· Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment
· May be required to work flexible schedule and/or extended hours such as nights, weekends, and holidays
· May be required to work immediately before, during, or after an emergency disaster
Other Requirements
Must pass the Bexar County Emergency Services District No. 2 suitability examination, drug and alcohol testing, background investigation, and possess no felony convictions, no misdemeanor convictions involving moral turpitude or pattern of misdemeanor convictions; no pending misdemeanor or felony charges; not a habitual drunkard or gambler; no use of illegal drugs in the past ten years; never sold illegal drugs.

Pay: $98,100.00 - $117,069.42 per year
