SUMMARY
Manages and supervises department personnel and all activities related to the Authority’s transit-oriented development program. Responsibilities include the planning, coordination and supervision of transit-oriented development projects throughout the metropolitan area served by the MARTA system.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Under general direction, manages all activities related to the Authority’s transit-oriented development program.
- Oversees activities and makes recommendations related to new development opportunities in accordance with Authority policy, including the writing of Requests for Qualifications and Proposals, negotiations with developers and/or governmental agencies with the goals of maximizing the value of MARTA property, generating income for the Authority while protecting its interest, increasing transit ridership and supporting regional economic development.
- Manages the preparation of legal documents required for ground lease, sales transactions and development agreements. Formulates strategies, policies and procedures and makes recommendations regarding joint development proposals.
- Supervises financial analysis and conducts negotiations of complex transactions.
- Serves as a liaison between developers and internal operating departments. Plans and coordinates with legal counsel, engineering, and other transit planning functions. Provides periodic updates and reports on joint development projects.
- Directs and evaluates consultants and contractors relative to transit-oriented development projects. Plans, organizes, evaluates and trains department staff and activities. Develops staffing needs, department budget, and activity schedules.
- Represents the Authority at meetings with external groups, including local/appointed officials, citizens, community and business groups. Ensures compliance with FTA and other applicable federal state and local regulations.
- Performs other related duties as assigned.

Senior Land Use Planner and Senior Development Project Manager.

Follow the work practices and standard operating procedures for this position. Use and/or wear the appropriate equipment, protective devices or clothing that MARTA requires. Report health and safety concerns related to performing the duties of your job to supervisors and report any on-going/unresolved health and safety concerns to the Joint Health and Safety Committee (JHSC) co-chair, JHSC representative or safety representative.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
A bachelor’s degree in real estate, Economics, Business Administration, Finance or Urban Planning or the equivalent. A minimum of 8 years of experience in real estate development, finance, consulting, public/private sector real estate involving joint development, or asset management, including the supervision of staff. Proven direct experience in analyzing and negotiating lease and/or sales transactions. Knowledge of Low-Income Housing Tax Credit Program and other public incentives, membership in the Certified Commercial Investment organization (CCIM) and Chartered Financial Analyst (CFA) designation desired. In lieu of a degree, directly related experience may be substituted on a year-for-year basis.
LANGUAGE SKILLS
Must have excellent verbal aptitude, public speaking, and negotiating skills. Excellent writing skills required, must have the ability to write detailed reports to convey complex real estate issues to senior management. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Must have the ability to perform discounted cash flow modeling, trend and variance analysis, internal rate of return, net present value, sensitivity analysis, probability and risk analysis, and return on investment calculations. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Must have the ability to effectively understand and analyze complex real estate concepts. Ability to deal with problems involving several concrete variables in standardized situations.
