Hiring range for this position is $57,096.00 - $68,286.40. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 21.
General Definition of Work:
Performs difficult skilled technical and professional work in the planning and scheduling of transportation services; does related work as required. Work is performed under the regular supervision of the Transportation Director. Supervision is exercised over subordinate employees.
Essential Functions/Typical Tasks:
Supervising call center, dispatch and part time drivers; planning, scheduling and assigning transportation services; quality assurance of service provided, preparing and maintaining transportation records and files, and special projects.

- Reviews logistical data of existing services and adjusts as required.
- Coordinates the operations of transportation dispatch, scheduling, daily revenue and call center.
- Assist in the screening of potential staff, oversees initial and annual training program for drivers to ensure compliance.
- Directs staff including hiring, training, performance evaluations and disciplinary actions.
- Coaches and reviews direct reports to meet departmental standards including meetings and training.
- Prepares Federal; State; County etc. reports with manager.
- Monitors dispatch controls for compliance and efficiency to schedules.
- Oversees driver trip assignments.
- Reviews personnel records and data with direct reports.
- Performs quality assurance within the call center, dispatch, scheduling, and driver performance to ensure safe and efficient operations.
- Call center, driver, and dispatchers daily oversight.
- Uses computer programs to access client database and scheduling software including entering data into NCDOT system as needed.
- Responds to inquiries from outside vendors, client agencies, contractors, and general public.
- Maintains update lists, maps and directions for all Cabarrus County roads.
- Fleet maintenance oversight with manager.
- Attends meetings and training as required with or on behalf of Manager as required.
- Assists in Local; State; and Federal budget preparations.
- Assists in Grant applications as required.
- Conduct customer service surveys monthly
- Coordinates Department Safety Committee.
- May be required to drive in the event of driver shortage.
- Participates in division meetings and presentations.
- Completes special projects with appropriate input from supervision.
- Participates in County Emergency Management Operations in absence of Manager.
- Prepares a variety of documents including correspondence, memos, reports, etc.
- Compiles, prints and files variety of departmental files, records and reports and keeps up to date on Federal and State records retention policies
- Interprets agency, county and state policies, regulations and procedures.
- Performs related tasks as required.
Knowledge, Skills and Abilities:
Thorough knowledge of transportation principles, practices and procedures; thorough knowledge of departmental objectives, equipment, programs and procedures; thorough knowledge of office practices and procedures; ability to plan, organize and direct the work of others; ability to express ideas clearly and accurately orally and in writing; ability to collect, summarize and present detailed information; ability to maintain detailed records; ability to establish and maintain effective working relationships with officials, subordinates, other employees and general public.
Education and Experience:
Requires an associate's degree from an appropriately accredited college with course work in business administration or a related field and considerable transportation experience at a responsible level. An equivalent combination of education and experience may be considered.
Special Requirements:
Possession of an appropriate driver's license valid in the State of North Carolina. Must meet all DOT requirements for the position.
Physical Requirements:
This is medium work requiring the exertion of up to 20 pounds of force occasionally and 10 pounds of force frequently or constantly to move objects; work requires reaching, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
