Position Summary:
The Human Resources Recruiter and Specialist is responsible for performing human resources related duties on a professional level working closely with the Director of Human Resources and the HR team. This position helps the organization meet its productivity goals through sound workforce management following the agency policies and procedure and standards from the different regulatory bodies.
Responsibilities:

Build and maintain a partnership relationship with management team and directors to determine staffing needs for their programs.

Analyze departments plans and objectives and bring new ideas or strategies to the table to ensure goals related to staffing can be reached in a timely manner.

Demonstrate commitment with the HR department, support programs needs in a timely and efficient manner, placing the needs of the Agency as the priority.

Works in conjunction with the HR Director to ensure the department is working towards the agency goals.
- Assist employees through all human resources procedures and answer questions about policies.

Responsible of the agency recruitment, including the development of new and creative recruitment strategies to recruit and attract qualified candidates.

Create and maintain a credential qualification table by position to ensure consistency in recruitment qualifications following agency the different regulatory standards.

Develops project plans and workflows for human resources training development and improvement.

Creates and submits the payroll monitor with the complete backup documentation every Friday before the payroll processing week in a timely manner.

Prepares and presents the monthly HR table for the policy committee with the required information including but not limited to the correct staffing and changes of information in a timely manner.
- Prepares and submits new hire packages and HR Vacancy reports in a timely manner.

Works and follows the agency workers comp and FMLA process with employees in a timely manner.

Works in conjunction with the HR Generalist to prepare and process recruitment paperwork, staff folders for programs and maintain HR databases in a timely manner.

Responsible of maintaining the ChildPlus data base updated with all required information.

Maintains Paycom recruitment database, expand the applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; maintaining rapport.

Prepares, conducts and/or attends at least two job fairs annually.

Follows up with department leaders or assigned recruiters with the status of their recruitment status process in a timely manner.

Works in conjunction with the HR Generalist to ensure all pre-employment screenings are completed and tracking properly including but not limited to background and drug test clearances, employment and reference checks, educational credentials, etc.

Works in conjunction with the Director of HR in the agency wages comparability study, and any other project as needed.

Schedules and conducts new employee orientation activities including compilation of new hire paperwork, and overview of timekeeping, benefits and payroll systems.

Assists in the coordination of agency benefits open enrollment for eligible employees.

Follows the Paycom on boarding process including but not limited to verify and submit I-9 documentation in e-verify, always maintains file updated.

Completes and submits to the supervisor the vacancy/recruitment table in a timely manner.

Stays current on the agency organizational structure, personal policies, and federal laws regarding employment practices

Supports program/departments with ongoing and annual performance management and review process.

Ensures personnel files are up to date and in compliance with Agency/Program audits.

Builds and maintains an open line of communication with the supervisor, communicates in advance about any issues in the department or issues that will cause delays in meeting deadlines.

Completes online unemployment claims and provides company representation at unemployment hearings, informs supervisor of hearings in a timely manner.

Demonstrates leadership skills which will enable staff to openly discuss issues and concerns.

- Other related duties or projects assigned by supervisor to ensure the smooth running and efficiency of the department.
Requirements:

Bachelor's degree in Human Resources or related field required.

At least five years’ experience working in Human Resources including working experience as HR Generalist.

Working knowledge of labor and employment laws, organizational development, and best practices.

Excellent interpersonal communication: listening, speaking, and writing.

Ability to work under pressure, maintain accuracy and meet deadlines.

Experience with HR Software and electronic timekeeping system such as Paycom, Sage-MIP, and ChildPlus.
