Primary Purpose:
Provide in-house legal support services to the superintendent and designated staff. The General Counsel will serve as chief legal advisor to the
Superintendent and District administration providing legal counsel, advice, assistance, and training regarding all legal matters.
Minimum Qualifications (Experience/Education/Certification):
Law degree from an American Bar Association-approved law school. Licensed to practice law in the State of Texas, in good standing.
Major Responsibilities:
1. Advise the superintendent and staff on legal matters, mitigation strategies, and preventative measures; including personnel and student issues and
compliance with the Public Information Act.
2. Draft, review, and revise legal documents.
3. Attend board meetings and other administrative meetings to provide legal counsel.
4. Coordinate legal services provided by outside law firms.
5. Serve as a hearing officer for applicable student and employee grievances,
complaints, and appeals as required by policy.
6. Comply with federal and state laws, State Board of Education Rules, and local board policies
and serve as the district’s compliance officer.
7. Monitor and interpret the impact of proposed or enacted legislation.
8. Coordinate responses to investigations by the Texas Education Agency, U.S.
Department of Education Office for Civil Rights, and other administrative or regulatory
agencies.
9. Monitor compliance with the Texas Open Meeting Act and competitive procurement
and purchasing requirements.
10. Provide legal assistance on district elections.
11. Assist in the formulation and execution of policies and regulations, and review
materials for publication.
12. Compile, maintain, file, and present all reports, records, and other documents.
13. Follow district safety protocols and emergency procedures.
14. Conduct professional development and training, including preparing training materials
for staff and board members.
15. Oversee the review and approval of contracts and agreements.
16. Provide legal counsel on conflict resolution and mediation.
17. Follow the Educator Code of Conduct & all policies, procedures, laws and
State/Federal regulations.
18 Collaborate with district administration on risk management and crisis management plans.
19. Perform other duties as assigned.
Special Knowledge/Skills:
Knowledge of local, state, and federal laws, regulations relating to public education
Demonstrated legal research and writing skills
Thorough knowledge of the legislative process
Skill in reading and interpreting documents such as law, policy, and procedures
Skilled in communicating effectively in both written and oral forms with all levels of management, both internal and external to the district
Excellent public relations, organizational, communication, and interpersonal skills
Supervisory Responsibilities:
Assigned staff and/or as needed
Working Conditions (Mental Demands/Physical Demands/Environmental Demands):
Prolonged use of computer; repetitive hand motions; maintain emotional control under stress; frequently work prolonged or irregular hours; frequent district
and statewide travel; must be able to lift and/or carry at least 20lbs.
