Overview
The Benefits Lead is a role that is considered as Key Personnel on the DOC Personnel Action Request (PAR), Payroll, and Benefits (PP&B) contract, providing transactional Human Resources services for 10 DOC Bureau/Offices with a total population of approximately 22,000 employees.
Responsibilities
- Applies broad management skills and specialized functional and technical expertise to lead complex, large projects in delivering client solutions or to manage client operations.
- Provides SME in administration solutions or to manage client operations.
- Provides SME expertise in administration of Federal Employee Benefits to include (FEGLI, FEHB, and Thrift Savings Plan) and processing.
- Utilizes industry best practices along with all federal regulations and guidance to advise the Bureau PP&B Delivery Teams.
- Support the continuous improvement of Benefits business processes, and ensure accurate, efficient and effective processing of benefits actions within the agreed upon SLA standards.
- Plan, manage, and monitor the work of the Bureau Benefits teams in a matrixed organization.
- Coordinate team activities, provide or oversee staff training, administer quality control and process improvement activities, oversee the federal employee benefits lifecycle, and manage client communications and interactions related to the Benefits processing functions.
- Other duties as assigned.
Qualifications
- 10+ years of Federal Benefits experience interpreting Federal HR policies, rules and regulations, including Title 5 CFR, Guide to Processing Personnel Actions, Guide to Personnel Data Standards, CSRS/FERS Handbook, FEGLI Program Handbooks, Federal Employees Health Benefits Handbook, and Benefits Administration Letters (BALs)
- Public Trust Clearance
- Knowledge of Federal Health Insurance Benefits (FEHB).
- Knowledge of Federal Employees Life Insurance (FEGLI).
- Knowledge of Thrift Saving Plan (TSP).
- Strong interpersonal skills.
- Strong written and oral communication skills.
- Experience providing supervisory functions.
- Strong leadership and mentoring skills.
- Attention to detail.
Desired Qualifications
- PeopleSoft HCM
- Shared services experience.
- Experience with Federal HR systems such as HRConnect, NFC, and eOPF.
- Experience in ticket management (e.g., ServiceNow, etc.).
- Bachelor's degree preferred.
