Overview
Manager – Economic Development International Business will focus on international outreach activities to promote Dallas as a global location for new or expanding businesses, as well as the retention of those already located in the City, and strengthens its relationship with site selectors, developers, and international business development partners. This, in turn, contributes to the City's economic development, an increase of the City's tax base and the increase and retention of jobs
Essential Functions

Solicits and responds to economic development proposals, with focus on international businesses.

Work with private sector and city, county and state government officials

Develop collaborative partnerships with domestic and global businesses and community organizations, particularly those with an international focus, and represent the City at various local international functions

Develop targeted international economic development strategies and generate appropriate materials to communicate these strategies

Negotiates development contracts.

Develop targeted international economic development strategies and generate appropriate materials to communicate these strategies, which may include marketing materials/messages, external relations, communications, press management, social media including website management and content development.

Analyzes proformas, budgets, and other financial information to underwrite and an assess viability of a project.

Conducts monitoring of economic development program agreements for compliance with terms and conditions (may include commercial and/or mixed-use facilities, affordable housing requirements and/or others).

Assists in the development and/or research of information and databases, compiling and analyzing data, and/or contract compliance monitoring work.

Performs any and all other work as needed or assigned by Assistant Director and Director.
Knowledge, Skills, and Abilities

Advanced knowledge of financial principles.

Knowledge of international business laws and practices

Knowledge of urban planning laws, zoning, principles, and designs.

Knowledge of municipal economic development tools and tax incentives.

Knowledge of tax increment funding districts, public improvement districts, municipal management districts, affordable housing requirements, HUD 108 loans, public / private partnership 380 grans/loans, tax abatements, tax rebates, New Markets Tax Credits and/or PACE.

Knowledge of Salesforce, ArcGISI, LOCI, Census data.

Ability to communicate effectively and diplomatically both internally and externally at all levels.

Knowledge of real estate and business development.

Knowledge of cultural awareness, diversity, understanding diverse cultures and inclusion methods.

Knowledge of diverse cultures, customs and/or business laws.

Education
Bachelor’s degree with an emphasis on any of the following: Urban Planning, Public Administration, Economic Development, Real Estate Development, Economics, Business Management, GIS, Finance/Accounting, and/or International Business.
Licenses and Certifications
None.
Experience
Six (6) years of progressively responsible public or private working experience in project management, program management or economic development. Three (3) years of specific experience in municipal economic development including incentive tools such as: tax increment funding districts, public improvement districts, mixed-use development and redevelopment, deed restrictions, zoning, project management, and/or investment underwriting.
Preference(s)

Fluency in additional luggage in addition to English.

Experience in International Economic Development.

Master’s degree with an emphasis on any of the following: Urban Planning, Public Administration, Economic Development, Real Estate Development, Economics, Business Management, GIS, Finance/Accounting, and/or International Business.
Salary Range
$85,183.59 - $106,479.49
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
