YTI operates a state-of-the-art marine container terminal in the Port of Los Angeles. YTI was established in 1991 at the Port’s Berths 212-218. The services we provide are stevedoring and terminal operations for The Alliance (ONE, Hapag Lloyd, HMM and Yang Ming) as well as slot chartering from Evergreen, CMA-CGM, APL, COSCO and OOCL. Overview:
Reporting to the Vice President, Safety, Security and Environmental the General Manager, Safety will provide support to the operations team and the VP HSSE with the implementation, communication and coordination of all health, safety, security, and environmental functions. Additionally, the position will oversee claims vendor in assessment, settlement evaluation and negotiation, proactively address and expedite resolution of claims.
What you will do:

All employees of YTI have the responsibility to plan and execute our work in ways that prevent injuries. It is an expectation we lead by example and require all employees to adhere to our safety procedures.

Oversee a monitoring program that analyzes workplace incidents and near misses to determine root causes and implement remedial measures to eliminate hazards when present.

Lead and contribute to overall HSSE excellence by providing technical assistance. Experience with implementing HSSE performance metrics and demonstrating quantitative improvements.

Plan, develop, implement, and manage health and safety programs and performance in the workplace.
-
Assist in reducing employee risk by planning and executing safety strategies. Promote a behavioral based safety environment.

Lead all employees to cultivate and implement a best-in-class behavior-based safety culture.

Report, track on injury/illness statistics and safety program, using statistical methods and comparative data, keep senior management team advised of company performance.

Develop, implement and maintain best practice safety policies and procedures.
-
Facilitate management training as needed, examples include incident investigations, root cause, etc.

Tracks laws and regulations that might affect YTI’s policies or practices.

Attends appropriate training/seminars as required.
-
Modify and implement regulatory compliance tracking programs and record keeping systems.
-
Develop, implement, and enforce procedures and guidelines for safe working practices in accordance with OSHA and Pacific Coast Maritime Safety Code (PCMS) rules and regulations.

Address and defend YTI’s procedures and actions before OSHA inspectors or other state and federal government officials. Correspond with the authorities to reduce or eliminate fines for perceived violations.

Maintains regulatory compliance required reporting including the OSHA 300 log as required.

Manage and oversee vendor group on all worker’s compensation claims.
-
Communicate regularly with vendors to resolve open worker’s comp claims.
-
Oversee and monitor carrier caseloads, claim activities and conduct periodic claim audits.
-
Manage open workers comp claims to ensure timely closure.
-
Stay up to date on claims and coverage related developments.
-
Assign surveillance and proactively manage “red flag” questionable claims through the vendor relationship.

Lead the claims review process; develop reporting for claims.
-
Work closely with the carrier to ensure cost-effective and appropriate litigation management strategies are in place that will lead to the best overall outcome.

Produce monthly safety update reports for YTI as well as stakeholders

Assist in development of BOD packets regarding safety performance

Attend Signal Insurance Safety Committee meetings

Manage security vendor ACS) to include daily management/coordination, service agreements, special projects, equipment maintenance, and budget management.

Responsible for ensuring prompt notification of actual or potential security incidents to YTI Senior Management and external stakeholders. Maintains all documentation pertaining to the security of YTI.

Plans, budgets and schedules facility modifications as well as planned and unplanned maintenance and repair activities

Perform other job duties as required
What you will bring:

Bachelor’s degree from four-year college or university preferred. Knowledge of the transportation, warehousing, international forwarding, or general logistics industry is preferred.

Prior experience developing and implementing programs, policies and procedures; implementing and applying departmental policies and procedures and applicable laws, rules and regulations, facilitating and resolving health, safety and environmental questions and concerns.

Demonstrate strong technical aptitude; excellent verbal and written communication, negotiation, and presentation skills with the ability to communicate both internally and externally

Ability to develop, analyze and implement strategies with a proactive long-term view of business goals and objectives.

High level of attention to detail while working in a fast-paced environment.

Experience required in handling worker’s compensation claims.

Strong understanding of Worker’s Compensation laws and regulations as well as worker’s compensation claim principles and application.
