Position Overview
The Youth and Social Justice Pathway Program Evaluation and Data Analyst is responsible for the development and implementation of all data collection and evaluation tools, processes, and analysis of YouthWorks, Young Adults with Disabilities, and Returning Citizen (Re-entry) programs and projects internal to Commonwealth Corporation.
This position will collaborate successfully with all program staff of the Youth and Social Justice department to set goals, develop tools, manage data, and provide analysis that allows the team to report participation and impact of programming using state funds. Additionally, the Program Evaluation and Data Analyst will work together with the CommCorp research department to inform our overall research efforts and incorporate best practices in data collection and evaluation processes.

Work hours: 40 hours per week - Hybrid
Starting Salary: $65K- $75K, Employer contributes 13.2% of gross salary to a 401(a)-employee retirement plan. (Vested 100% on day 1 of hire)
Responsibilities
- Support planning and design and conduct research studies to support program design and evaluate the effectiveness of education or workforce development programs, including programs for youth and returning citizen employability and education.
- Devise methods and procedures for collecting, cleaning, organizing, processing data, and maintaining data integrity; and design and analyze quantitative, qualitative, and mixed-method research (e.g., surveys, interviews, focus groups) and other data collection techniques.
- Work closely with research team from the Department of Research and Evaluation on data analysis and reporting efforts. Including the preparation of data and reports on study findings for external stakeholders.
- Advise teams on data quality and support projects to increase overall programmatic data quality in collaboration with program teams.
- Provide database training for internal staff and partners; manage the development and implementation of program databases.
- Remain up to date with trends in the workforce development field and innovations in reporting and analysis.

Minimum Qualifications:
- 3 years of program evaluation and data analytics experience
- Strong knowledge of quantitative, qualitative, and mix methods research
- Experience developing and managing databases
Preferred Qualifications:
· Project management: Experience with direct service or program management of youth development, workforce development, and/or juvenile justice programs .Strong organizational skills with an ability to manage projects, meet deadlines, and adapt to new systems and technologies.
· Data presentation and report writing skills: Ability to translate complex data into accessible formats for leadership and program staff and communicate clearly in written formats.
· Analytical and quantitative proficiency: Expertise in statistical modeling and survey methods, with proficiency in Excel (essential). Familiarity with additional analytical tools such as SQL, Stata, or R is highly desirable.
· Interpersonal skills: Excellent interpersonal and communication skills, with a demonstrated ability to work with diverse groups.
· Sector experience: Background in workforce development, education, youth development, criminal justice system, or related fields.
· Commitment to quality: Strong dedication to data quality and integrity, especially when handling confidential information.
· Proficiency in Microsoft Office: Including Word, Excel, PowerPoint, and Outlook.
