In this context, the Human Resources Generalist II plays a critical role in driving the strategic and administrative functions of the HR department to ensure seamless and efficient business operations. This position oversees essential HR functions such as benefits administration, employee relations, staffing and development, and training while ensuring compliance with federal and state regulations. The Human Resources Generalist II actively contributes to developing HR objectives and systems, including metrics, queries, and standard reports to meet the organization's ongoing HR needs. Additionally, the role involves providing expert HR advisory services to employees on various matters such as absence and health issues, conduct and capability, grievance matters, and organizational change. Furthermore, the Human Resources Generalist II plays a key role in suggesting and implementing new procedures and policies to enhance the efficiency of the HR department and continually improve the employee experience within the organization.
The Human Resources Generalist II reports to EI's Chief People Officer.

RESPONSIBILITIES
- Manages employee related programs and monitors employee morale and company culture.
- Recommends and develops employee relations practices to foster a positive employer-employee relationship.
- Provides human resources policy and procedure guidance to employees and management. Responds to human resources-related inquiries.
- Assists in developing and executing personnel procedures and policies, providing guidance and interpretation for business operations.
- Assists in the communication, interpretation, and upkeep of employee handbooks organizational chart, onboarding plans and contributes to the development of policies.
- Ensure EI meets local and international compliance requirements, including Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Worker compensation, Affirmative Action, and Office of Federal Contracts Compliance Programs (OFCCP).
- Develop, refine, and institutionalize HR-related processes, including ensuring that staff know how to use processes and where to go for answers and guidance.
- Oversee and manage the implementation and utilization of EI's HRIS, ADP, and Global Employment Platform, Oyster HR.
- Manage issues around legal compliance in all aspects of EI's human resources functions.
- Performs other duties as assigned.
COMPENSATION AND BENEFITS
The starting salary range for this position is $93,598 - $102,289 per year. Environmental Incentives also offers a competitive benefits package that includes:

BASE STATION
The position will be based in Washington, D.C. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office two days per week.
QUALIFICATIONS
Minimum Qualifications
- Bachelor's degree and 7+ years relevant experience; Master's degree and 5 years of experience or equivalent combination of education and experience.
- Minimum of 5 years of progressive human resources experience.
- Experience with HRMS/HRIS systems. ADP is a plus.
- Experience with benefits administration and new hire onboarding planning and implementation.
- Experience and knowledge of employment-related laws and regulations.
- Experience providing technical and administrative support to multiple team members and staff.
- Proven experience developing and maintaining effective working relationships and partnerships with vendors and diverse stakeholders, including company leadership, managers, and employees.
Preferred Qualifications
- PHR or SPHR Certification.
- Demonstrated experience with human resources metrics.
- Experience in government contracting environment (USAID preferred).
- Experience in international HR practices.
- Experience and strong understanding of HR best practices, policies, and procedures specific to government contracting.
Knowledge, Skills, and Abilities
- Knowledge of federal, state, and local laws governing employee relations practices.
- Working knowledge of employment laws and regulations (ADA, EEO, FMLA, FLSA) and the ability to appropriately spot employment risk issues.
- Knowledge of OFCCP, AAP, and other HR compliances in a government contracting environment.
- Resourceful, problem-solving aptitude and thorough knowledge of HR procedures and policies.
- Understanding of personnel and compliance records management.
- Excellent communication skills, interpersonal skills, ethics and cultural awareness.
- Demonstrated ability to develop and manage interpersonal relationships at all levels.
- Advanced knowledge of MS Office suite products (Excel, Outlook, PowerPoint, Word) and comfortable learning new technical systems as needed.
- Capacity to apply discretion and maintain a high level of confidentiality when handling sensitive information.

- Legally authorized to work in the United States with no restrictions.
