Title – Supervisory Human Resources Specialist (Federal)
Place of Performance – Washington, DC (Remote Work with Approval of the COR)
Period of Performance – One year and four option years
Investigation Requirement: Public Trust
Salary - Depends on Experience
Requirements
· Bachelor’s degree or higher.
· 5 years as a supervisor or manager that includes 3 years in a position that exercised operational control over a federal internal / external placement program and hiring processes and activities.
· 3 years of experience working at the journeyman level within a Federal internal / external placement program and DEU within the past 5 years.
· Possess an OPM certification or notification that the individual meets the required OPM DE training requirements.
· Active Project Management Professional (PMP) or Program Management Professional (PGMP) certification or 5 years of experience relating to Project/Program management.
Description (Program Management)
· Provide Human Resources Program Management Support services.
· Proactively manage individual projects.
· Ensure contractor staff are qualified, managed, and retained.
· Ensure staff vacancies are filled promptly and schedules and timelines are met.
· Track and adhere to existing Federal budgets.
· Identify and resolve problems in a timely manner.
· Complete and provide progress reports that are clear and complete in a timely manner.
Description (Recruitment and Staffing)
· Conduct expert tasks in all Staffing areas to include Job Analysis, Job Announcements, Application Acceptance & Assessment, Certificate Issuance & Auditing, Applicant Management and Selection, Onboarding, and PAR Processing via USA Jobs, USA Staffing, and HR Connect.
· Ensure Recruitment, Selection, and Hiring Services are provided accurately and timely.
· Provide timely, accurate review of applications for vacancies following OPM/IRS 80-day rule.
· Ensure a timely, accurate generation of ranking lists that can be used to notate determinations of applicant eligibility/ineligibility for vacancies.
· Ensure timely, accurate responses to applicant inquiries about vacancies.
· Create a Quality Control plan to ensure accuracy during the application review and ranking list generation processes.
