Sr. Proposal Manager
Job Duties
The Senior Proposal Manager shall manage a variety of proposal responses (for RFPs, IDIQs, Task Orders, etc.) to produce winning results for OST. The ideal candidate is expected to
- Manage all aspects of proposal development
- Develop, oversee, and supervise proposal planning to create and deliver compelling, compliant, and winning proposals
- Maintain an understanding of bid strategies as they evolve; developing methods for integrating and capturing final win strategy in the proposal
- Apply and comply with proposal process, methodologies, and best practices (Shipley based)
- Be familiar with Strength-based winning (Lohfeld Training)
- Prepare and lead color team reviews to produce quality products and actionable feedback
- Maintain compliance with solicitation requirements, internal controls, external regulations, and sales methodology
- Implement and monitor team performance through metrics
- Interface with Capture Lead, Solution Architect, and operational SMEs to ensure consistency, concurrency, and accuracy of messages across proposal volumes
- Develop and maintain compliance, cross reference and response matrices
- Coordinate with multiple organizations, including but not limited to Marketing, Contracts, Legal, Pricing, graphics, operations etc. to ensure the response is consistent
- Coordinate activities between local and remote resources
- Create, manage, and maintain proposal development schedule, proposal design, and executing quality control functions
- Being responsible for all daily proposal management activities, including developing work plans, schedules and milestones
- Facilitate development of all written, oral, cost, and demonstrations components of the proposal
- Create outlines and annotated outlines, including page allocation, based on weight of evaluation criteria
- Write and edit proposal documentation
- Conduct Proposal Readiness Reviews and proposal kickoff meetings
- Implement processes to manage output from proposal resources specifically to RFP criteria
- Ensure proposal structure complies with RFP requirements
- The Senior Proposal Manager shall manage a staff of proposal managers, writers, coordinators, graphics, and subject matter expert personnel
- Work collaboratively with subcontractors/teaming partners
Requirements
- Bachelor’s degree
- Minimum 7-10 years of managing, leading, and coordinating proposal teams resulting in winning contracts
- Minimum 5 years of managing proposal resources
- Experience in successfully managing proposals valued between $10M and $50M
- Understanding of Federal government procurement policies and practices
- Thorough and detail oriented, organized, with excellent time management skills
- Ability to take ownership of the entire proposal and ensure a compelling and consistent message
- Strong project management skills
- Strong proposal design skills to communicate information with impact
- Ability to prioritize work and juggle simultaneous bids at various stages and with various complexities
- Must be United States Citizen
Nice to have
- Bachelor’s degree in English, writing, journalism, or related field
- Shipley, Lohfeld or similar type training and use of processes
- Association of Proposal Management Professionals (APMP) Foundation Level Certification or higher
- Experience managing DOD proposals and large IDIQs
- Understanding of multiple technologies
- Experience with a Rapid Response approach to proposal development
