A3 Consulting LLC is in need of a Program Manager to work with our federal government customers to strengthen its planning function and operations in meeting legislative and policy mandates and achieving data access and sharing needs in support of data-centric decision-making across the enterprise. The successful candidate will have various technical and professional services to support IT strategic and technical capacity planning functions and operations.
In this job you will:
- Provide advice and assistance to support compliance with Federal planning policies or mandates. This may include analyzing, developing, maintaining, communicating, implementing, and evaluating planning policies, procedures, standards, guidance, tools, or other documents.
- Prepare senior, chief, and executive level analyses, evaluations, strategic recommendations, and plans of action to assist in identifying and articulating strategies for achieving IT optimization and shared-service priorities while implementing the E-Government Act of 2002, FITARA, and other federal directives.
- Develop, maintain, and support the implementation of strategic, tactical, performance, investment, architectural, business, and other plans and planning processes.
- Assessing the effectiveness of new and existing plans, planning processes, and newly available technologies, including Enterprise platforms, licensing structures, and service offerings.
- Provide advice and assistance to establish and implement an IT capacity planning function and operation.
- Develop, analyze, and support the implementation of metrics, statistics, and business intelligence and visualization tools for measuring and evaluating the usage, capacity, and performance of IT infrastructure, network, and IT assets.
- Conduct research and gathering data to develop and analyze IT planning scenarios, perform scenario and trend analysis, including Analysis of Alternatives (or Business Case Analysis) studies, support the implementation or enhancement of existing planning processes, and support the development and implementation of new planning processes.
- Support customers in implementing and maintaining governance strategies, plans, activities, policies, procedures, and tools.
- Support the implementation of FITARA requirements that the CIO/OA CTO review and approve all IT acquisitions, portfolio, and investment decisions.
- Align OA PMO capabilities with federal best practices, standards, and tools like the Enterprise Project Management Review (EPMR) framework.
- Evaluate, recommend, and support the implementation of governance and program and project management tools and capabilities, including training, outreach, education, and other support.
- Support federal IT Project Managers directly on specific IT implementation projects, including PMO activities such as monitoring performance, tracking/reporting trends, analyzing issues, and advising on corrective action plans regarding overall schedule, scope, and cost.
- Perform financial and technical feasibility analysis to support planning through “what-if-” based scenarios and performance management during implementation of recommendations and business transformation using best-of-breed tools and approaches for financial modeling of IT infrastructure and investments.
- Provide advice and assistance based on government and industry best practices in governance and program and project management.
Qualifications for the role:
- BA/BS degree or higher in Information Systems, Computer Science, Engineering, Business, or a related field.
- A minimum of twelve (12) years of experience is required, of which eight (8) years must be specialized. Specialized experience required includes engineering project development from inception to deployment,
- managed and controlled funds and resources, and demonstrated capability in managing multi-task contracts.
Salary Range:
- The salary range for this position is $160,000- $170,000, commensurate with experience and achievement.
