Position Summary:
Campus Services and Sustainability (CS&S) is part of the Operations, Finance, and Support (OF&S) Division and is comprised of the following units: Housing & Dining; Parking, Transportation, Fleet Management and Delivery Services; Disability Resource Center and Office of Sustainability. The division is currently in a significant growth mode as it will fully implement Fleet Management by July 1, 2024, and has announced the start of a Concierge Services division. Concierge Services will focus on enhancing customer service to the Rice Community and provide bandwidth and financial relief from other OF&S divisions. To date, the Concierge Services division houses: Moving Services, University Events, Passport Renewal Service, and a special delivery program of Amazon packages as support to the Delivery Services operation.
The successful candidate will play a key role in the planning and management of the various projects around the growth of the division, evaluation of current systems, and the implementation of strategy as directed by the Association Vice President for Campus Services. The Director of Planning and Project Management will work directly and collaboratively with the unit leaders and management teams to understand routine work to determine the implementation of financial efficiencies, the deployment of personnel, and the potential for enhanced systems and technology. Collaboration with team members and influencing cooperation and buy-in will be critical to success and advancement. While implementation of programs will be the responsibility of the unit leaders, KPIs, revenue targets, and other desired outcomes will be determined by successful data-driven analysis and potential enhancement of management systems.
Workplace Requirements
On-campus position: This position is exclusively on-site, necessitating all duties to be performed in person at Rice’s Main Campus. Per Rice policy 440 , work arrangements may be subject to change.
Proposed Annual Hiring Range: $130,000 minimum, with hiring salary commensurate with experience and qualifications

Minimum Requirements:
- Bachelor’s degree or equivalent
- In lieu of the education requirement, additional related experience, above and beyond what is required, on an equivalent year for year basis may be substituted
- 4 years of related experience

- Demonstrated understanding and success in planning and project management.
- Following technology-based proficiencies:
- Experience with project management software such as Monday or Microsoft Project.
- A mastery of Microsoft Excel and PowerPoint.
Skills:
- Strategic Planning and Execution: The Director of Planning and Project Management must show demonstrable experience in setting and communicating short and long-term project goals, defining clear roadmaps for acceptance criteria, and ensuring alignment with the campus’ strategic objectives.
- Technical Project Management Acumen: Strong knowledge of project management frameworks and methodologies is essential. The Director should understand project lifecycles, lean, agile, and waterfall methods, be able to assess and communicate risk, and finally track and allocate resources. A PMP certification is a strong plus.
- Financial Analysis: The Director should evaluate the financial health of projects through their lifecycle, communicate milestones to executives, and assist in data-driven decisions regarding how budgets will be allocated.
- Leadership and Collaboration: A successful candidate with experience directly and indirectly managing large teams with project management frameworks, motivating team members to stay on goal, and empowering team members to make well-reasoned decisions. Ability to build relationships and influence others to keep projects on track.
- Executive Experience: Experience with executive-level interaction and communication, including summary project updates and presentations.
Preferences:
- Master’s Degree, preferred.
- A PMP certification is a strong plus.

- Keep project workflow current and update key leaders on status, risks, and opportunities.
- Manage multiple projects at any given time. Ability to multitask to ensure all projects are timely and current.
- Work with CS&S leadership to collect data, establish metrics, and provide analysis in decision-making processes.
- Make recommendations on timeline adjustments, opportunities for improvement, and implementation to division and university leadership.
