Program Manager
The Program Manager shall be responsible for providing project management on the following tasks throughout the period of performance:
- Identity Management & Domain Services
- Mobile & Multimedia Services
- Network Infrastructure Services
- Network Security Services
- Network Operations Center Services
- Architecture and Design
The Program Manager shall be responsible for planning activities, scheduling and organizing resources, controlling the execution of all contract tasks, monitoring task progress, ensuring quality and timeliness, resolving critical issues, and planning for subsequent phases of work. The contractor will also be responsible for all process support operational objectives of the Department strategic and operational IT plans, and follow the approved System Development Lifecycle, which is in draft at this point, and will be finalized according to industry standards.
The Contractor shall be responsible for the following:
- Participating in kickoff meetings to ensure a complete understanding and agreement of the task.
- Participating in weekly staff meetings with the Senior Leadership, Branch Chiefs, Team Lads Contracting Officer Representative (COR), and other designated staff to exchange information, coordinate activities and discuss status.
- Providing a written Bi-weekly Status Reports
- Providing written monthly status report (MSR) containing a summary of significant activities, outstanding issues and/or problems.
- The status reports should convey activities accomplished and planned accomplishments for the next period. The monthly reports should also include a financial summary, which includes:
a. Task Order Number
b. Invoice total for the current month
c. Invoice total to date
d. Percent of allocated funds invoiced to date
e. Funds remaining
f. Hours remaining by labor category
g. Projected Balance by labor category and funds
- Ensuring that all policies and procedures are documented and that all processes are compliant with documented software processes/policies and procedures.
- Using Project Management best practices and maintaining a current schedule of activities using the agencies standard project management tool (Currently Microsoft Project).
- Establishing communications protocols and management practices for contractor staff.
- Working with multiple areas within the agency to maintain project success.
- Reviewing management practices regularly, (This includes management, coordination of the project schedules, and monitoring action items/risks/issues to closure).
- For all T&M CLINS, adhering to established staffing levels. When the staffing level falls below 80%, the contractor shall send a written an email to the Contracting Office indicating the reason for the reduction in staffing levels and the appropriate action taken to bring the staffing level to an acceptable level.
- Providing a Quality Control Plan. The QCP should describe the strategy and methods the contractor will use to ensure that the project is being managed in a sound reasonable way, and that the deliverables for the project are of acceptable quality prior to delivery to the COR.
The Contractor shall also provide email updates or written reports as required detailing the status of project schedules or other relevant events that may impact project performance. These notices shall be used to inform the Contracting Officer Representatives of any changes in schedule, and the corrective action being taken. A detailed explanation shall be provided for deadlines that are not
met to clearly identify the circumstances causing the delay. These notices shall be provided within one business day of identification of the delay.
- Work with Leadership and Federal Staff to validate and determine IT plans.
- Monitor departmental goals and initiatives.
- Work with contractor employees to establish lifecycle replacement plans for the agency’s managed hardware, software, and networking equipment.
- Work with contractor employees to track projects, task completion, and deliverables via, Weekly, biweekly, and monthly reporting.
- Ensure that the employees are adhering to all federal and agency policy and procedures.
- Ensure that employees are maintaining necessary training to support Census Systems and emerging technologies.

Provides oversight of all aspects of field and/or task-level project performance (i.e., technical, contractual, administrative, financial). Will support multiple projects simultaneously. Supervises personnel involved in all aspects of project activity, organizes, and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and maintains customer contacts to ensure conformity to all contractual obligations. Interfaces with all areas affected by the project including end users, computer services, and client services. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Recommends action to direct the analysis and solutions of problems. Exercises independent judgment, as well as a high-level of analytical skill, in solving non-routine technical, administrative, and managerial problems.
Education: Minimum BS/BA degree in related field (or equivalent years of experience)
Experience: Minimum 8 years of related experience, 4 of which must be in a supervisory role
