SUMMARY OF RESPONSIBILITIES: This class is responsible for performing various analytical and technical work in support of the Payroll Department within the Finance Division. Responsibilities include, but are not limited to: processing bi-weekly payroll, assisting with annual longevity payroll and all related payroll reporting and payment transactions; assisting employees with payroll issues/concerns, reconciling payroll results to various controls and spreadsheets, assisting with state and federal payroll tax calculations, retirement calculations, garnishments, insurance and other deductions, preparing/uploading reports to various agencies, assisting in preparation of monthly and quarterly payroll related reports; reviewing work methods/processes and making recommendations for improvements; performing accounting related testing procedures as requested by the IT; assisting with monthly financial closing processes; staying abreast with issued guidance/orders from various regulatory bodies, including, but not limited to generally accepted accounting principles, IRS, and various state departments of revenue and implementing them accordingly; preparing/posting payroll related journal entries to General Ledger; as required; providing support during external and internal audit reviews. Operating under general supervision, work is performed in accordance with established policies and procedures. Performs related work as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES : Thorough knowledge of safety rules/regulations/ procedures, as appropriate; thorough knowledge of accounting and payroll terminology and methods, thorough knowledge of payroll-related accounting principles, financial reporting requirements, and generally accepted accounting practices/principles; good knowledge of computer systems and applicable software, including MSWord and Excel; skill in operating/using a personal computer; skill in keyboarding at a moderate rate of speed; ability to interpret/apply accounting/fiscal laws/rules/regulations; ability to maintain files/records in systematic order; ability to accurately perform mathematical calculations; ability to communicate effectively orally and in writing; ability to develop and maintain effective working relationships with the general public, customers, officials, vendors, contractors, and all levels of employees.
MINIMUM QUALIFICATIONS: (either)
(A) Graduation from an accredited four (4) year college or technical institute with a degree/certification in Accounting, Business or related field and a minimum of two (2) years of responsible experience in accounting or payroll; OR
(B) Graduation from high school or possession of a high school equivalency diploma, and a minimum of six (6) years of responsible experience as defined in (A) above ; OR
(C) An equivalent combination of education, training, and experience as defined in (A) and (B) above .
