$42.85 hourly/$77,998 (35 hours weekly)
This position has a 6-step salary range $42.85-$52.55 (New hires start at step 1)
The Zoning Enforcement Officer administers and enforces the zoning regulations and other regulations as directed; reviews all applications, which relate to the zoning regulations; performs inspections and investigates complaints related to zoning regulations; works with GIS system and assists customers with various questions related to the Planning and Development Department.
EXAMPLES OF DUTIES/ESSENTIAL FUNCTIONS:
Assist customers at the counter with understanding development process, which applications or permits are needed, assisting with completion of applications; assist with use of GIS maps to determine location of wetlands, property dimension, topography, building locations, etc.
Review, evaluate and make recommendations related to applications to the Zoning Board of Appeals for zones changes, special permits, and site plans approval; issue certificates of zoning compliance; serve as staff to Zoning Board of Appeals prepares appropriate reports for Board, and ensure all materials related to agenda items is prepared.
Receive and investigate zoning violation complaints; issue cease and desists orders as necessary; follow up to assure violations are corrected; appear in court as necessary to support enforcement or petition procedures.
Perform site inspections to assure zoning compliance is maintained; sign off on building permits and certificate of occupancy if zoning regulations have been followed.
Process zoning permits: ensure application is complete and taxes are paid; process letters of zoning compliance as requested.
Make field visits to potential development and construction sites and evaluate compliance with regulations and determines if enforcement action is warranted.
Work with Planning and Development staff as part of a team to review development plans and to oversee developers on behalf of the Town’s interests.
Handle enforcement of such town ordinances as: unregistered vehicles, litter, high grass, storage of garbage, etc; issue warnings and citations related to these ordinance violations; process liens on property as necessary.
Assure safe working conditions at development sites as required by State and Federal Agencies.
Sign off on liquor control licenses and DMV licenses.
Prepare reports and deliver presentations using Excel, Word and/or Power Point or other software, as required.
Evening and weekend hours may be required.

Review erosion and sediment compliance at development sites while conducting zoning enforcement duties; verify installation of erosion control devises; inform wetland agent of concerns
KNOWLEDGE, SKILLS AND ABILITY:
Working knowledge of the principles and practices of land use management, planning, zoning enforcement, inland wetlands and erosion and sedimentation control.
Working knowledge of local ordinances and regulations and State Statutes relating to planning, zoning, wetlands, land use and development.
Working knowledge of building permit process and how it relates to the zoning regulations
Basic knowledge of GIS systems and advanced knowledge of computer applications used in an office.
Ability to read and interpret site plans, drawings and specifications.
Ability to perform technical research and analysis in the field of planning, land use and development.
Ability to investigate and enforce zoning and local ordinances with firmness and tact, to analyze, interpret and explain planning/zoning regulations, ordinances, reports and studies and to take initiative in field situations without supervision.
Ability to deal effectively and consistently with Town staff and officials, developers, attorneys, and the public and resolve conflicts in an effective manner.
Ability to prepare and present technical and narrative reports in oral and written form to Town staff, elected officials and others as required.
Excellent verbal and written communication skills.
Strong public relations, customer service and conflict resolution skills.
Minimum Qualifications
High School Diploma or equivalent, and training in law enforcement or a related field plus four years of responsible code enforcement experience, OR, an equivalent combination of experience substituting on the basis of one year of experience for each year of education. Must have a valid motor vehicle operator’s license and a current certification as CT Zoning Enforcement Officer (CZEO).
Selection Process
All appointments and promotions shall be made according to merit and fitness for performing the functions of the position, including factors such as education, experience, aptitude, knowledge, character, ethics, or other qualifications that would determine the best candidate for the position. Examinations may include written, oral, physical, or performance tests or any combination of the various types of examinations. Qualified applicants currently in positions covered by the UPSEU union contract have preference over all other applicants.
