Background:
The United States Agency for International Development’s (USAID’s) Gender Equality and Women’s Empowerment (GenDev) and Inclusive Development (ID) Hubs are two of the five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev provides strategic leadership, cross-sectoral expertise, training, and technical assistance on USAID’s gender equality and women’s empowerment programming worldwide, including gender-based violence and women’s economic empowerment. The ID Hub promotes the rights and inclusion of marginalized and under-represented populations in the development process and leads the U.S. Government’s response to address the needs of children in adversity and youth. It also provides support on integrating youth, children in adversity, Indigenous Peoples, persons with disabilities, LGBTQI+ persons, racial and ethnic minorities, and mental health, rehabilitation, and assistive health technologies into Agency programs.

Reduce gender disparities in who accesses, controls, and benefits from economic, social, political, legal, educational, health, and cultural resources, as well as wealth, opportunities, and services.
Strive to eliminate GBV and mitigate its harmful effects on individuals and communities, so all people can live free from violence.
Increase the capability of women and girls to fully exercise their rights, determine their life outcomes, assume leadership roles, and influence decision-making in households, communities, and societies.
Advance structural changes that address the root causes of gender inequality and promote equitable gender norms.

Creating USAID programs that help transform power dynamics to ensure diverse individuals and communities take part in their societies;

Position Objectives:
The Gender Technical Advisor performs as an experienced technical advisor in gender integration and one or more specializations to provide expertise and implement best practices within their field. This STTA position is a high-level process-based opportunity coming from IPI leadership regarding the development of a backstop of a specific area of work for gender and inclusive development in Foreign Service Cadre. This will formally exist for the development of gender and inclusive development for the Agency. The candidate should understand the background of Foreign Service, inclusive development and gender equality, and how to write Position Descriptions based on this language. The candidate will have experience working in Foreign Service and undertake a holistic approach to develop standard PDs and deliverables for upcoming gender-related roles, projects, and gaps in the Agency.
Scope of Work:
Draft a new Occupational Category for FSOs - Gender Equality and Inclusive Development Foreign Service Officer backstop.
Work in close coordination with the two Hubs, the Senior Coordinator for Gender Equality and Women's Empowerment in the Office of the Administrator, the Deputy Assistant Administrator in IPI, the Office of Human Capital and Talent Management (HCTM), the Senior Workforce Planning Council, Missions and other Operating Units (OUs).
Determine which competencies the new backstop will require and use the competency matrix to develop a career projection for the position.
Coordinate with HCTM on workforce planning for the new backstop.
Advise and assist on human capital, talent management, and operational matters that require backstop-specific technical knowledge.
Advise on the backstop’s initial workforce planning, hiring, assignments/placement, and professional development interests for Foreign Service Officers.
Oversee completion of workplan to support backstop development.
The day-to-day management direction and oversight for this position will be provided by a designated member of IPI staff. As a contractor, this position will not perform “inherently governmental functions,” including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.
Minimum Qualifications:
Qualified candidate must hold a Master’s degree in an appropriate area of specialization such as gender integration in programming and/or related sector(s) plus 5 years of relevant work experience;
Prior USAID experience and knowledge of how USAID works, preferably in a Human Resources, Foreign Service/FSO or EXO role;
Knowledge of USAID systems and the ability to work effectively across Operating Units;
Familiarity with USAID Foreign Service assignment procedures;
Demonstrated commitment to and knowledge of advancing gender equality and women’s empowerment and inclusive development as demonstrated by previous work experiences, and/or academic or scholarly work is preferable;
Experience working in an international development context;
Strong verbal and written communication skills and ability to prepare and deliver quality documents and presentations;
Strong organizational skills and attention to detail;
Ability to work well with others, including in cross-cultural environments;
Ability to work well independently and as part of a team; and
Ability to multitask in a fast-paced, deadline-driven, and high visibility environment.
