Compensation: $70,557- $88,196 annually
General Function:
Under limited supervision, performs all duties related to airport safety and security, including, but not limited to, structural firefighting, aircraft and rescue firefighting (ARFF), emergency medical services, general law enforcement, and law enforcement duties as specified by the appropriate federal, state and local authorities for anti-terrorism security. This position will provide daily emergency services instruction to Public Safety staff, other LRAA departments and other airport stakeholders. This position totally encompasses everything related to coordination, instruction, tracking and scheduling everything related to training, certification, and compliance for all roles of Public Safety staff members. This position includes heavy administrative duties to maintain all personnel training records and certifications, in addition to compliance of FAA Part 139, TSR1542 and other state requirements. The person filling this role will attend regular training meetings and collaborate with instructors across Louisville Metro and throughout the aviation industry. The person filling this position will also serve as the agency CIT quality assurance officer as outlined in the agency Crisis Intervention Response policy. This position is salary (exempt) and will work a 40-hour week, is subject to on call twenty-four hours a day, seven days a week for emergency call back and may fill-in for extended absence of other 24/48 shift commanders. Reports to the Public Safety Major, Division Chief of Training and Compliance. May perform other duties as assigned.
Major Duties and Responsibilities:
- Ability to perform the shift and command duties of other Public Safety Captains in their absence, with advanced knowledge of the ICS.
- Ability to provide leadership, command, control and coordination in emergency or high-risk situations.
- May supplement staff shortages and is expected to respond to emergency calls for service where calls for service may require assistance.
- Plans and prepares monthly training calendar for the Department and training reports to the command staff as requested.
- Establishes and promotes a positive learning culture, aids in development and growth of employees, provides servant-based leadership.
- Conducts training daily for the Department of Public Safety, in job specific areas and policies of Public Safety and the LRAA.
- May also conduct public safety training for other airport departments and airport stakeholders.
- Attends monthly training meetings, collaborates with other agency training coordinators locally and within the aviation industry.
- Attends monthly command staff meetings.
- Maintains strict record keeping of training records and presents the training records to the FAA inspector annually.
- Performs daily entry of training records into record management systems and exports training records monthly to the state.
- Conducts ongoing audits and assessments of personnel’s training records to ensure all certifications remain in good standing.
- Ability to ensure compliance with legal and regulatory compliance along with other established procedures.
Employment Qualifications:
- Meet all required certifications of a PSOII (PSO II job description available upon request).
- Certified KY EMT-B
- IFSAC 1 and 2, Hazmat Awareness and Hazmat Ops.
- Level 1 Kentucky Fire Instructor minimum. Level 2 instructor preferred
- Minimum of an Intermediate LEO certificate from the Kentucky Law Enforcement Council.
- CPR Instructor or ability to obtain within 12 months of appointment.
- Taser Instructor or ability to obtain within 12 months of appointment.
- CIT certified
- NIMS 100, 200, 700, 800.
- NIMS 300, 400 is required under FEMA for this role. Must be obtained within 12 months of appointment.
- Must be detailed oriented with strong organizational, basic analytical and report writing skills.
- Ability to multi-task, work with multiple managers and to act with integrity and professionalism.
- Ability to work in a team environment as well as independently, while exercising sound judgement.
- Ability to motivate and lead a high performing team.
- Microsoft Office skills and familiarity with the following computer platforms; ESO, KYOPS, LETRS, KYFIRES ACADIS.
Education/Experience:
- Associates degree from an accredited institution in an aviation, public safety, or a closely related field
- In lieu of a degree; candidate may have 10+ years of relevant public safety experience and at least three years with the SDF Department of Public Safety
- Significant knowledge of the Department’s policy manual
Desired Qualifications
- Airport Master Firefighter Certificate from AAAE/ARFFWG desirable.
- IFSAC ARFF
- Advanced LEO and Training Officer certificate from the Kentucky Law Enforcement Council.
- KLEC Instructor
- Crisis Intervention Training Advanced certificate
- Associates Degree in aviation, public safety or related field
Physical/Environmental Requirements:
This position is classified as “heavy” to “very heavy” work in accordance with the Americans with Disabilities Act. This position requires the ability to work in inclement weather; extreme heat and cold on occasion and ability to work in confined spaces and/or high spaces; climbing ladders, scaffolding, etc. This position is subject to work with exposure to toxic chemicals on occasion and noxious chemicals on a regular basis; occasional exposure to blood borne pathogens or bodily fluids and extreme noise and hazards such as proximity to moving or mechanical parts, moving vehicles, electric current, etc. Physical demands are in excess of those for sedentary work; must be able to remain on feet for periods of time, stoop, kneel, crouch, lift, carry, push, pull, climb, balance, walk and/or run. Must be physically fit and be able to defend oneself from attack or physical assault. Must be able to retrain, lift and/or carry adults of varying weights.
Special Requirements
- NIMS 300, 400 is required under FEMA for this role. Must be obtained within 12 months of appointment.
- Must complete the Academy of Police Supervision (APS) program at the Department of Criminal Justice Training (DOCJT) within 24 months of appointment.
