Reports to: Head of Emergency Medicine and Head of Critical Care
General Job Function: A PASE manager is a licensed technician who will work closely with the veterinarian service leader(s), to manage the daily operations of their service and oversee the support staff. All support staff within the service will report directly to the manager, who will be responsible for coordinating the staff to provide progressive, high-quality treatment to patients. They will ensure proper staffing levels and scheduling. They will ensure employee feedback and review schedules are adhered to, managing daily workflow of the service, establishing expectations for the service, establishing lines of communication with other services/departments in the hospital and the referring community, etc. The manager will run the service in a way that aligns with the hospital’s vision, and will have the hospital administrator, service head(s), ECC shift leads, and clinical educator(s) as support. The manager will manage their employees in a way that aligns with PASE’s core values.
Requirements:
- Education:
- High school diploma or GED equivalent
- A PASE manager must be a licensed technician.
- Specialty certification (VTS ECC) is encouraged but not required
- Experience:
- At least five (5) years of clinical veterinary emergency and critical care experience required, experience within a multi-specialty hospital is preferred.
- At least two (2) years of experience in management including onboarding, disciplinary action, employee reviews and conflict management.
- Required Strengths:
- Employee management skills and personal self-confidence in order to moderate and resolve differences between technicians/veterinary assistants in all matters that impact patient services or clients’ perception of the quality or service.
- Have a positive, supportive and encouraging attitude towards staff and clients. Express thoughts and ideas effectively.

- Schedule:
- 25%-50% Clinical time, 50-75% Administrative time
- Clinical time will not be in scheduled shifts or for specific patient care, but flexible to allow time to be spent with all ECC employees
- 40 hours/week, Daytime hours will be the standard, the clinical manager will be responsible for overlapping with swing and overnight teams to provide enough support to achieve all other goals stated. The amount of time spent with the swing and overnight teams will be established by the clinical manager provided it will provide appropriate support as determined by the head of service and hospital administrator.
- The manager is expected to have at least 20 hours per quarter specifically dedicated to overlap with overnight staff
- Availability out of schedule hours for staff issues and scheduling emergencies.
Summary of Responsibilities:
- Be familiar with and demonstrate core competencies with all responsibilities in the job description for a ECC Veterinary Technician.
- Given the nature of ECC, the manager will be relied on to assist with coordination of the clinical educator(s) to contribute to technician training within and outside of the department. This may include:
- Coordinating with clinical educator to oversee technicians learning
- Assisting the ECC clinical educator in developing training and assessment materials
- Developing and refining the leveling system as it pertains to ECC at PASE.
- Utilized online platforms to assist with training and tracking for employee skills development
- Overseeing training plans managed by clinical educator
- Overseeing checklists managed by clinical educator
- Establish and maintain lines of communication with all services and departments. This entails ensuring email groups and Slack groups are maintained, and that newly on-boarded employees are added. E-mail and Slack responsiveness are expected. Work with the Hospital Administrator to ensure employees have access to all hospital programs and technology.
- Onboarding new ECC employees alongside the hospital administrator and HR manager.
- Respond to employee inquiries and concerns. Deliver feedback to team members when appropriate, in a kind and respectful manner. These may involve discussions with the Head of Emergency Medicine, the Head of Critical Care and other team members both within and outside of the department. Demonstrate ability and willingness to hold employees accountable to all established standards, which may involve enacting disciplinary action at times.
- Ensure employees are given consistent opportunities to provide feedback.
- Conducting 30 and 60 day check-ins with new employees
- Conducting 90 day reviews with new employees
- Conducting annual reviews with all ECC staff.
- Follow a consistent review process.
- Ensure employees have the opportunities to advance their own skills and knowledge.
- Ensure consistent interaction with PASE’s clinical educators to enable advancement and leveling up.
- Manage the service leveling checklist and keep it up to date
- Meet regularly with the hospital administrator and HR manager for support with onboarding, following review schedules, merit increase schedules, staffing needs, hospital policy support, benefits support, employee concerns, etc.
- Maintain and organize logistical components of the service including the schedule of team members, on-call schedule, PTO, vacation. Managing call-in fees, production benefits, as well as double-checking time cards for accuracy (with support from Accounts Payable Manager).
- Manage team member attendance (with support from the Human Resources Manager).Ensure DEA, OSHA, and other regulatory standards are followed with the support of the operations manager. Commitment to developing standard operating procedures (SOPs) to emphasize consistent, safe, efficient, and progressive medicine and workflow. Ensure all new protocols, SOPs, procedures, and policies are communicated effectively to the team in a timely fashion.
- Lead recruitment and interviewing for the ECC service within three to five (3-5) days of application receipt. This includes establishment of communication to begin the interview process and outline a plan to schedule an interview. Interviews should be conducted within one to two (1-2) weeks of applicant receipt (if feasible).
- Work with the Head of Emergency Medicine and the Head of Critical Care to improve daily workflow, manage developing caseload, and maintain excellence of morale within the service.
- Participate in service meetings and PASE management meetings.
- Hold staff meetings regularly, consistently and as-needed.
- Demonstrate commitment to representing the hospital at community events, outreach events, educational events, conferences, recruiting events, etc. (as deemed necessary).
- Any additional tasks or responsibilities as determined by the Head of Emergency Medicine and the Head of Critical Care and hospital management.
