The Strategic Communication Specialist is a Full-Time Equivalent (FTE) contract position in support of the U.S. Department of Defense (DOD), Air Force Nuclear Weapons Center (AFNWC).
- Hours of Operation for Position: 0800 to 1700 Mountain Standard Time, Monday through Friday except U.S. National Federal Holidays.
- Place of Performance: Kirtland AFB, New Mexico.
- Education: At least a minimum of a Bachelor’s degree in Marketing, Business Administration, Writing and Communications or related field. Combination of business (Marketing, Business Administration, Writing and Communications or related field) and background within a technical field highly desired. Master’s degree preferred. Education may be substituted on a year for year basis for up to four (4) years provided that the candidate has at least two years of experience that is directly related to marketing, project management, design communications and/or public relations. Experience using Adobe Creative Suite, InDesign, Illustrator and Photoshop is desired.
- Qualifications: Preferred to have marketing, project management, communications and/or public relations expertise. Must know how to foster strategic partnerships with targeted customers to build an organization’s brand identity and raise awareness of its mission (SBIR/STTR). Ability to plan and execute mass communication programs (i.e. conducting market research, managing presence at conferences and exhibits, and leading Science, Technology, Engineering, and Math (STEM) community outreach efforts) for a scientific and/or technical research organization and understand how to create and implement a marketing strategy.
Security Clearance: All personnel working on efforts under this contract shall have a minimum SECRET clearance. Additional access levels up to Restricted Data/Formerly Restricted Data/Critical Nuclear Weapons Design Information may be required.
General Responsibilities: The Strategic Communication Specialist will provide the following core areas to support the Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) programs, in order to foster innovation and re-establish nuclear expertise throughout the defense industry by procuring engineering, systems engineering for complex systems, and research and development (R&D) efforts. In addition the role supports the overall Capability Development Team with General Administrative & Programmatic Support and Process Analysis. Travel to other government facilities or other contractor facilities may be required.
Capability Development Communication Plan & Marketing Strategy
- Develop a Communication Plan for AFNWC’s Capability Development programs’ interactions between AFNWC, its Execution Directorates and other organizations and agencies involved in the process (i.e. AFRL, DARPA, DTRA, etc.).
- Communicate with all of AFNWC’s directorates and partner organizations in support of the CD programs.
- Develop a stakeholder and partner analysis that includes information such as their roles within the AFNWC SBIR/STTR and CD/IO Program (collaborator, S&T support, etc.), contact information, etc. to include current mediums of communications analysis and operating procedures and the contractor shall work to improve current communication processes and procedures.
- Communication Plan must take into account the current technology capabilities of the Government (no Customer Relationship Management tool, limited to Microsoft Office Products, etc.)
- Develop a marketing strategy to popularize AFNWC’s CD programs within the appropriate industry communities and to educate both the acquisition workforce and its industry partners in the use and benefits of the CD programs.
- Develop and update metrics to identify and analyze the return on investment for program offices and identify the usage of each CD program within AFNWC. The metrics shall include an overall summary of AFNWC CD programs, as well as a summary per organization (e.g. EN, NC, ND, NM, NT, NX, etc.) within AFNWC.
- Work with industry partners on commercialization strategies, focused on technology transition plans for small businesses. The strategies shall correlate CD program topics for AFNWC directorates and their corresponding platforms and provide processes and/or procedures to assist CD program awardees with the development of their commercialization potential.
