The expected salary range for this position is between $100k and $150k. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).

Responsibilities:
Kearney & Company is seeking a highly skilled Senior Requirements Business Analyst to join our team and play a critical role in the development and implementation of new government Program, Planning, Budgeting, and Execution (PPBE) software. The Senior Requirements Business Analyst will be responsible for gathering, analyzing, and documenting the business and functional requirements of the software to ensure its successful deployment and adoption within the government agency. This is an exciting opportunity to contribute to the modernization and efficiency improvement of government budgeting processes.
Responsibilities:
- Collaborate with government stakeholders, subject matter experts, and end users to elicit, document, and validate the business and functional requirements for the PPBE software.
- Analyze and translate complex business processes and user needs into clear and concise requirements documentation.
- Establish and maintain a Requirement Traceability Matrix (RTM) to ensure traceability between requirements, test cases, and software functionality, enabling comprehensive test coverage and compliance with user needs.
- Develop detailed use cases that illustrate system behavior and interactions to assist in the design and validation of the software solution.
- Produce artifacts such as contracts diagrams, flow charts, data dictionaries, and other relevant documentation to support the development and implementation of the PPBE software.
- Work closely with project managers and development teams to prioritize requirements based on business value, risk, and feasibility, ensuring alignment with project objectives and timelines.
- Collaborate with designers and developers to build prototypes or proof-of-concept solutions that demonstrate the proposed functionality and gather feedback from stakeholders.
- Identify opportunities for process improvements and optimization of software functionality based on user feedback, emerging trends, and industry best practices.
Qualifications:
Required Qualifications

Bachelor's degree in Finance, Information Systems, Business Administration, or a related field.

Minimum 7 years of experience as a Business Analyst, Requirements Analyst, or similar role.

In-depth understanding of the government Program, Planning, Budgeting, and Execution (PPBE) process and related regulations.

Proven experience in conducting requirements elicitation sessions, facilitating workshops, and utilizing various techniques to gather and document user needs accurately.

Strong analytical and problem-solving skills, with the ability to decompose complex processes and requirements into clear and actionable deliverables.

Excellent written and verbal communication skills, with the ability to effectively communicate technical concepts to both technical and non-technical stakeholders.

Ability to obtain and maintain a US Security Clearance (US Citizenship Required)
Preferred Qualifications

Familiarity with budgeting software, financial systems, and data analysis tools.

Proven KPI development and dashboard visualization skills.

Experience with financial transaction lifecycles.

Experience supporting government IT projects or budgeting system implementations.
