Position Title: Unit Tow Tankerman

MAJOR FOCUS:
The Tankerman is in overall charge of the barges and the cargo system during liquid cargo transfer operations. The Tankerman is designated Vessel Person-In-Charge (V-PIC) as described in USCG regulations. Must ensure the transfer is conducted in a safe manner can be completed without a release, and is in accordance with all regulations. The role of the Tankerman is critical to the safe transfer of cargo between the barge and the shoreside facility. The Tankerman, as the designated V-PIC, is also legally responsible for the safe transfer of the cargo. Must comply with at legal requirements, IMS policies, and the shoreside facility’s policies throughout the transfer process. In addition, the Tankerman is responsible for maintaining barges, performing needed equipment repair, and reporting barge damage.
ESSENTIAL FUNCTIONS:

Understand the characteristics of the cargo and any special safety considerations.

Verify the barge is certified by the USCG for handling the cargo to be transferred per the Certificate of Inspection (COI).

Know and understand the specific barges’ transfer procedures, and conduct the transfer in the prescribed manner.

Hold a pre-transfer conference with the Facility Person-In-Charge (F-PIC) and complete the Declaration of Inspection (DOI).
-
Stay with the barge at all times while cargo is being transferred. If the Tankerman must leave the barge, he/she must stop the transfer operations.

In the event of a release, protect human life, stop the transfer, and make the notifications specified in the barge’s Vessel Response Plan.

Ensure the cargo is transferred in an uncontaminated manner as required by the customer.

Conduct transfer operations according to the IMS’s Tankerman policies and procedures.

Ensure the barge is adequately moored based on the prevailing circumstances and monitoring moorings during the transfer.

Use the proper Personal Protective Equipment (PPE) for the product being transferred. The minimum PPE requirements for all transfer are: long pants, steel toe boots and type V work vest.

Monitor the progress of the transfer and call for relief if the transfer will not complete within 15 hours.

Must possess a minimum of a High School Diploma or equivalent

Must possess Deckhand experience and willing to work in a Deckhand capacity when necessary.
- Computer literacy in conjunction with administrative skills.

Training and experience in the operation of on-board control, communication, lifesaving, navigation, and fire-fighting systems.

Ability to use independent judgment and discretion to develop and execute innovative solutions to operational problems.

Excellent career record in the marine industry.

Possess and demonstrate superior judgement, analytical ability, performance under pressure, and other skills necessary during routine operation or emergency response aboard a towing vessel.

Thoroughly understand all pertinent regulations and laws under which the vessel operates.
- Communicate clearly and effectively both orally and in writing.
- Logically complete work assignments.
- Demonstrate well-developed inter-personal skills.
- Set and achieve high standards of performance.
