THE POSITION
ANALYST I - ENGINEERING DEPT (Range 880: $30.90 - $40.45 per hour)
ANALYST II - CITY MANAGER'S OFFICE/ECONOMIC DEVELOPMENT (Range 890 $34.07 - $44.60 per hour)
In addition to performance-based merit increases, the position is scheduled to receive a 3% salary increase July 2024.
The salary may be negotiable within the range listed, based on the position requirements and successful candidate's qualifications, subject to appropriate authorization.
Under close (I) or general (II) supervision, performs professional analytical and management related duties in assigned functional area(s) to include but not limited to administrative support, program development and/or management, system(s) monitoring and/or management, statistical analyses, public information, budget and/or funding monitoring and/or management, and other staff/technical support related to the assigned department, division, or City-wide activities and functions. researches and analyzes departmental and programmatic practices and procedures by conducting needs analyses, feasibility studies, and evaluations; makes recommendations for improvements and develops implementation plans; fosters cooperative working relationships among City departments and acts as a liaison with various community, public, and regulatory agencies; and performs related duties as assigned.
TYPICAL DUTIES AND RESPONSIBILITIES
Positions in these classifications typically perform a range of duties at a level of complexity represented by the following types of responsibilities:

Assists in developing departmental goals, objectives, policies, procedures, work standards, and administrative control systems; conducts assessments of new and existing programs and special projects.

Develops, implements, and manages various programs and projects including scope, description, and implementation plans in support of departmental operations and recommends and implements modifications to systems and procedures.

Monitors program performance by researching and analyzing operational, fiscal, and technical data and impact to determine feasibility, resolve problems, and increase efficiency.

Consults with City staff, management, and outside agencies to understand their needs, gain input for assigned projects and/or related functions, and to build effective business relationships.

Conducts a variety of analytical and operational studies by selecting, adapting, and applying appropriate analytical, research, and statistical techniques; evaluates alternatives, makes preliminary and final recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval.

Prepares comprehensive technical records, briefings, executive summaries, charts, graphs, and reports, identifies alternatives, and makes and justifies recommendations to leadership.

Remains current with the latest developments in the relevant field and assigned functional area to include monitoring changes in federal, state, and local regulations, analyzing impacts, and recommending and implementing policy and procedural changes after approval.

Provides liaison and staff support to a variety of boards, committees, and/or commissions.

Ensures timely completion of project tasks and adherence to deadlines.

Maintains confidentiality and security of sensitive information.

Communicates analytical findings to non-technical stakeholders.

Participates in strategic planning sessions with senior management.

Assists in developing and administering specified portions of the annual budget, including gathering information and monitoring expenditures.

Performs other related duties as assigned.
THE REQUIREMENTS
Training and Experience
Any combination of training and experience that provides the above-listed knowledge, skills and abilities may be qualifying. A typical way of qualifying would be:
Analyst I: Equivalent to graduation from a four-year college or university with major coursework in business, public administration, or a field closely related to the department’s or assigned functional area’s program/discipline. Related office or program administration experience may be substituted for the education on a year for year basis to a maximum of two years.
Analyst II: Equivalent to graduation from a four-year college or university with major coursework in business, public administration, or a field closely related to the department’s or assigned functional area’s program/discipline plus two years of progressively responsible experience at the journey level for assigned program/operations management support or related work at the level of Analyst I. Experience in a public agency is desirable.
Other Requirements
Must possess a valid California Class C Driver’s License and maintain possession of such license during the course of employment.

CANDIDATE SELECTION PROCESS
